Houston Emergency Center provides 24/7 round-the-clock emergency 9-1-1 services, the facility is a $50 million investment towards a secured facility equipped with state of the art emergency communications technology. These advancements are utilized by the center's 9-1-1 call takers and emergency dispatchers from the Houston Police and Fire Departments. System upgrades include police dispatch, fire dispatch, fire records, fire alerting, and geographic information at a cost of approximately $12 million. Antiquated facilities have been replaced with an innovative and redundant complex that consolidates emergency communications. Beyond its daily operations, the facility's Emergency Operations Center, during times of incident activation, allows interface and constant communications with local, state, and federal agencies. The center's most significant benefit is the common protocol for interagency transaction exchange between 9-1-1, Police, Fire, EMS, and Emergency Management.
DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS
The Administrative Specialist position within the Houston Emergency Center (HEC) is critical to achieving the department's goals and objective. It ensures proper alignment of the First Responder civilian HEC 911 and Fire/EMS call-taking operations within the organization structure. The is position will play a key role supporting HEC management, supervisors, and frontline employees by managing database related to employee performance and productivity. This role demands exceptional organizational skills, the capacity to perform effectively in a fast-paced environment, autonomy in managing tasks and responsibilities, and advanced communication skills to present information with clarity and confidence.
- Interprets and disseminates administrative policies and procedural revisions for staff implementation.
- Provides guidance to department staff in various activities necessary to attain operational goals.
- Composes correspondence, directives, speeches, etc.; prepares drafts on various departmental matters and edits materials required.
- Prepares and analyzes the department's staffing requirements and prepare work schedule for operational personnel.
- Responds to written and telephone inquiries, requests and complaints from the general public.
- Conducts studies of department organization and operation; coordinates preparation of report on findings and offers recommendations concerning various problems.
- Represents division head at designated conferences, meetings, and public events.
- Participates in special projects as assigned.
- May require performing other duties as assigned.
WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Liberal Arts, or a related field.
EXPERIENCE REQUIREMENTS
Three years of administrative experience are required. Professional administrative experience may be substituted for the above education requirement on a year-for-year basis.

Qualifications
Preference will be given to applicants with administrative experience involving office and records management. Working knowledge of Systems Applications and Processing (SAP). Proficient in Microsoft applications (i.e. MS Word, Excel, Access and Outlook). Strong interpersonal, analytical and problem solving skills. Valid Class C Texas driver's license and compliance with city's policy on driving (AP 2-2).
