Full Job Description

The Administrative Officer (AO) is located within the Specialty Care Service at at Amarillo VA Health Care System (AVAHCS), Amarillo, Texas.

The VA Specialty Care programs and service are diverse and broad ranging across multiple sites of care.

Specialty Care is comprised of multiple professional and technical staff who are deployed across all sites of care.

The primary purpose of this position is to serve as the Administrative Officer to the Chief of Specialty Care.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/13/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience, equivalent to at least the GS-09 level in the Federal service, that equipped me with the knowledge, skills, and abilities (KSAs) needed to successfully perform the duties of this position and that is typically in or related to the position being filled.

Specialized experience includes: Skilled in communicating, both orally and in writing, to develop and present proposals, recommendations, status reports, policies, memorandums, and controlled correspondence; Ability to develop a new program or implement a new policy; Comprehensive knowledge of federal personnel policies and practices with respect to hiring, orientation, employee rights, leave regulations, employee counseling, EEO process, writing positions descriptions, standards, conducting and documenting employee appraisals, carrying out disciplinary actions, and preparation of organizational charts; Extensive knowledge of budgeting concepts and procedures; Knowledge of problem-solving and conflict resolution to address personnel issues; Knowledge of statistical methodologies.

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (TRANSCRIPTS REQUIRED)..

OR, Combination: Applicants may also combine education and experience as described above. (TRANSCRIPT REQUIRED).

Major Duties:

The Administrative Officer (AO) is located within the Specialty Care Service at at Amarillo VA Health Care System (AVAHCS), Amarillo, Texas.

The primary purpose of this position is to serve as the Administrative Officer to the Chief of Specialty Care.

Designs and optimizes clinic workflows, including provider scheduling templates, room utilization, and triage pathways.

Advises senior leaders on programmatic and policy changes; collaborates with subject matter experts to develop or adapt policies and procedures to meet service line goals.

Renders advice on operational policies and assures these policies are coordinated with, and in support of, quality and safety.

Ensure that operational policies are coordinated with and in support of administrative functions in coordination with the supervisor.

Use initiative in organizing and accomplishing the responsibilities that have been delegated.

Works closely with senior management officials and others in implementing and evaluating policies, plans, and internal operational systems, as well as addressing specific problem areas and applies a high degree of analytical ability and specialized healthcare knowledge to the management of healthcare delivery systems.

Exercises broad latitude and provides senior expert level advice to senior personnel, and/or agency officials concerning complex, novel, and unusual healthcare issues.

Provides first-line supervision for administrative staff and administrative oversight for clinical teams across eight major programs.

Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: This position may be authorized for ad-hoc telework. Telework eligibility will be discussed during the interview process.
