Requirements

The Administrative Officer 1, Department of Human Services (DHS), Office of Administration (OA), Bureau of Contracts and Compliance (BCC), under the general supervision of the Manager, Contracts, performs administrative contract and grant management functions by coordinating the development, preparation, assembly, distribution, receipt, processing, status and control of contracts and grant agreements.

Grants are funded by a wide variety of public and private revenue sources, including but not limited to the federal government, state government and private foundations, including contracts and grants for treatment services, which are program funded, fee-for-service, private licensed facilities (PLF’s), consultants, and ambulance services in excess of seven hundred (700) contracts and grant agreements and four hundred (400) modifications processed annually.

Duties and Responsibilities:

Grants and Contracts:

  • Reviews and interprets boilerplate contracts, State/Federal grants and pertinent laws and regulations which impact upon the Department. Refers all proposed changes
  • Gathers information from DHS staff to be incorporated into the basic master contract and/or contracts specifications manuals for the ensuing fiscal year
  • Prepares Request for Executive Action for revenue and expenditures that affects contracts and grants for the Department of Human Services

Contract Amendments:

  • Prepares request for Executive Action for contract amendment for expenditures that effect contracts for the Department of Human Services
  • Prepares and processes all amendments

Compliance:

  • Maintains evidence of required contract documentation in electronic storage
  • Participates in compliance reviews of DHS by County Controller, Commonwealth department or bureau or other reviewing body


Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. Hybrid work of up to two days per week after six months of employment.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh. The ability to telework is subject to change at any time.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of experience in varied office management or staff work; and a bachelor's degree; or
  • Any equivalent combination of experience and training.
