This position is located in the Department of Veterans Affairs (VA) Debt Management Center (DMC), Support and Special Operations Division (SSOD).
The role shares responsibility with the SSOD Division Chief for the effective, efficient, and economical direction and oversight of key Support Services functions, including budgeting, financial reporting, procurement, contract coordination, office support, mailroom operations, accounting, and fiscal authorization.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Managing the effective, efficient, and economical operation of Support Services, including long-range planning, organizational improvements, and alignment with DMC programs and goals.
Leading and coordinating work through subordinate supervisors, including performance management, staffing actions, awards, disciplinary recommendations, work assignments, and resolution of individual and group grievances.
Overseeing staffing, budgeting, workload metrics, estimates, and resource allocation in accordance with the Franchise Fund Business Plan.
Providing policy, budget, and operational guidance to supervisors and staff, and representing the division with internal and external officials while advising senior leadership.
Improving work quality, timeliness, and productivity, and developing comprehensive training plans to meet diverse operational needs.
Applying expert knowledge of budgeting, procurement, DMC systems, and business processes to complex assignments with Department-wide impact.
Making rapid, independent decisions and managing complex workloads across diverse program areas.
Maintaining broad knowledge of VA/VBA policy, OPM HR guidance, EEOC regulations, and MSPB principles, and using this expertise to support Director-level policy and program objectives.
Gathering and analyzing administrative data for management decisions and supporting both short- and long-range DMC planning while staying current on policy and political trends.

Major Duties Supervises a team of GS-5 to GS-12 staff, directing work, setting performance expectations, providing feedback, and managing personnel actions.
Oversees workflow, staffing, scheduling, and resource allocation; resolves operational issues, complaints, and grievances.
Ensures compliance with EEO principles and maintains nondiscriminatory practices.
Manages the Annual Business Plan, budget development and execution, fund distribution, obligations, and financial reporting for the DMC.
Supervises procurement activities, including purchase card use, service agreements, contracts, and invoice processing; serves as Approving Official for purchase, travel, and fleet cards.
Oversees office support, mail operations, space and equipment planning, facility coordination with GSA, and vehicle leases.
Directs studies and analyses to support planning, budgeting, training needs, and process improvements.
Manages equipment inventory, system access, security validations, and coordination with local IT for equipment and supply needs. Supervises Privacy and FOIA functions.
Participates in system and workflow enhancements, including FMBT, VAMS, front-end scanning, Pega, and other division-wide improvements.
