As a Billing and Accounts Receivable Director (Supervisory Accountant), you will assist short- and long-range planning and the execution of actions, which impact the Division.
Location of position: OCFO provides the full suite of financial services to GSA to ensure proper management of the agency's financial resources.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.
Accountant Qualifications: Basic Requirements: You must have either A or B, or C: A. Degree in accounting B.
Degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
The 24 hours may include up to 6 hours of credit in business law. C. A combination of college level education and experience. Refer to OPM's Accounting Qualification Standard for more information.
In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service.
Specialized experience is experience defined as providing technical advice and guidance, in accounting, by leading and coordinating the efforts of a team of professionals, to solve data issues for systems, applications, and customers.
This experience must demonstrate the following: Providing technical guidance related to financial or accounting issues, programs or systems; Assessing and participating in new system or process development and/or enhancement to improve program effectiveness; Advising on the implementation of accounting procedures and programs; and Organizing and leading teams to solve accounting data issues and identifying analytical processes.

If selected, an official transcript will be required prior to appointment. Major Duties:
The Billing and Accounts Receivable Director (also known as Supervisory Accountant) will perform the following duties: Provides ongoing advice and support to subordinate supervisors regarding Division operations and activities, and the resolution of problems presented by subordinate personnel.
Develops, revises, and implements policy and procedures related to the Division's national program responsibility.
Participates with nationwide Service and Staff officials in the review and financial evaluation of program operations, proposals and developments.
Provides professional and technical advice and guidance to senior GSA Service and Staff officials, to equivalent levels in our customer and client agencies and to vendors.
Advises and guides accountants and others in the interpretation of accounting systems and issues and in the implementation of procedures and programs.
Identifies, aligns and allocates resources to meet Branch and Divisional goals and priorities.
Represents the Division on government-wide committees and working groups, at conferences and meetings to exchange information, to address issues of importance to the area of financial management and program areas, and to keep abreast of trends and developments in the field.
Serves as a leader in change management for the Division, advocates change in policies and technologies to deal with changing business strategies, maintains up-to-date knowledge in the field of financial management, introduces new policy and operational concepts to the division, and leads subordinates in accepting and implementing change.
