DUTY LOCATION: United Stated Property & Fiscal Office (USPFO), Hartford, CT AREA(S) OF CONSIDERATION: Area I: All On Board Federal Employees (T5), Tenure 0,1,2,3 assigned to the USPFO of the CTNG with U.S.
citizenship. MANDATORY EDUCATION REQUIREMENT: 1.
Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting.
The 24 hours may include up to six hours of credit in business law. -OR- 2.
Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The candidate's background must also include ONE of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.
This can include up to six hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; Completion of the requirements for a degree that included substantial course work in accounting or auditing.
For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that: The candidate successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining; A panel of at least two higher level professional accountants or auditors determined that the candidate demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One; and, Except for literal nonconformance to the requirement of 24 semester hours in accounting, the candidate's education, training, and experience fully meet the specified requirements.
GENERAL EXPERIENCE: All on-board Title 5 Excepted Service employees assigned to Series GS-0510 positions, are considered eligible for merit promotions if they have the competencies and a minimum of one year experience in the grade immediately below the next higher level.
However, management directed reassignments or new hire candidates must have competent experiences that are commensurate/equivalent to the accounting program business with demonstrated understandings of the program's principles and concepts.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following: Experience demonstrating broadening finance, accounting and audit program competencies in leading, planning and scheduling program work in a manner that promotes smooth flow and even distribution of assigning work requirements.
Experience training and guiding employees on various finance programs and assigning tasks.
Experience involving accounting program assignments, balancing finance program work requirements, compliance with specific finance program policies, and providing advice, mentoring, and directions on a wide variety career development options.
Experience in addressing specific employee performance issues. Experience in structuring assignments that created effective and efficient performance results with measured and improved task processes.
Experience improving training applications for career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies.
Experience and endorsements on mentorship competencies provided to employees. Experience demonstrating a working knowledge of equal employment and affirmative action programs.
KNOWLEDGE, SKILLS AND ABILITIES: Skill in collecting and analyzing data effectively, efficiently, and accurately.
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication. Ability to write English in reports and presentation formats.
Ability to communicate clearly and effectively. Skill in presenting formal training presentations and briefings.
Skill in applying procedures and directives by reading and interpreting program material.
Knowledge of accounting principles and concepts and specific detailed knowledge of National Guard prescribed accounting system for military and fund operations to independently accomplish a variety of program assignments.
Knowledge of automated systems designs, practices, and limitations to describe systems specifications and requirements to computer programmers.
Skill in analyzing accounting systems, adapting and modifying conventional accounting systems, and analytical techniques to solve a variety of accounting problems and ensure conformance with generally accepted accounting principles.
Knowledge and skill to serve as a Systems Accountant to develop automated subsystems; determine functional accounting requirements; assure interface with the large, automated management system; guide systems programming; develop functional tests; write instruction manuals; give oral presentations on development progress; and attend meetings on system integration and problems resolution at the state, region, NGB, DoD level.
FINANCIAL MANAGEMENT CERTIFICATION: As a condition of continued employment in the GS-0510-12 position and dependent on the positions certification level (level II), the employee must complete the higher financial management certification within 24 months of appointment to the position.
Major Duties:
This National Guard position is for a ACCOUNTING OFFICER (Title 5), Position Description Number T5135P01 and is part of the CT USPFO, National Guard. Temporary promotion not to exceed two
years. The purpose of the temporary promotion is to backfill a deployed Soldier. The itemporary promotion will be terminated within 30 days of return of the incumbent to the position.
JOB SUMMARY: The primary purpose of this position is to serve as an Accounting Officer with responsibility for managing the total accounting function for the state ARNG.
This involves performing and supervising accounting functions and policies within the state.
The incumbent is responsible for the accuracy, integrity, and reliability of financial data recorded in the accounting system and performs professional accounting analysis and reconciliation relating to the financial activities of the respective state ARNG.
The work requires the design, adaptation, and/or installation of automated accounting systems. In addition, the incumbent renders financial advice and assistance to senior management.
The major duties include, but are not limited to: Provides financial accounting advice, analysis and assistance to the Financial Manager, USPFO, and all organizational elements of the respective state NG regarding the development of accounting policies, systems, and operating procedures.
Provides both professional accounting assistance and systems design support in the development of automated accounting systems and operating procedures for the Financial Manager.
Serves as a professional accountant administering accounting systems. As the Accounting Officer, supervises the work of the Fiscal Accounting Branch within the Comptroller Division.
Responsible for the planning, execution, and installation of all new and/or improved accounting systems within the division.
