Job Description

Summary

This job involves leading the city's water reclamation division, overseeing wastewater treatment plants, lift stations, and related operations to ensure clean water reuse and environmental compliance.

A good fit would be someone with hands-on experience in wastewater management who enjoys supervising teams, developing policies, and handling budgets in a public utilities setting.

Key Requirements

  • Bachelor's degree in Science, Engineering, Management, Public Administration, or related field (or equivalent experience with Associate's or High School diploma)
  • Five years of progressively responsible experience as a Wastewater Treatment Plant Operator qualifying for an 'A' level license
  • Three years of supervisory experience in a wastewater treatment facility, including all phases of processes, accounting, and budget administration
  • Possess and maintain a Florida Department of Environmental Protection (FDEP) 'A' Level Wastewater Treatment Plant Operator License (or equivalent, with ability to obtain within 12 months)
  • Valid driver's license, with Florida license obtained within 30 days of hire
  • Ability to manage daily and emergency operations for advanced wastewater treatment facilities, bio-solids processes, and reclaimed water programs

Qualifications
Education and Experience
  • Bachelor's degree from an accredited college or university in Science, Engineering, Management, Public Administration or related field; or Associate’s degree from an accredited college or university in Science, Engineering, Management, Public Administration or related field and four (4) additional years of related experience; or High School diploma/GED and eight (8) additional years of related experience.
  • Five (5) years of progressively responsible experience as a Wastewater Treatment Plant Operator, as required for an 'A' level license.
  • Three (3) years of experience in the supervision of a wastewater treatment facility which must include all phases of facility wastewater/reuse processes, accounting, budget development and administration assistance.
Licenses or Certifications
  • Must possess and maintain a Florida Department of Environmental Protection (FDEP) 'A' Level or equivalent Wastewater Treatment Plant Operator License upon hire or promotion. If new hire with out-of-state license, must obtain and maintain FDEP 'A' license within twelve (12) months of hire.
  • Must possess a valid state driver's license and obtain a valid Florida driver's license within thirty (30) days of hire or promotion.

Key Responsibilities

Provides management for the municipal Water Reclamation Division, to include all manpower and advanced wastewater treatment (AWT) facilities, lift stations, groundwater monitoring wells, bio-solids process, reclaimed water program, deep injection wells, and related structures.

Includes daily and emergency operations.

  • Coordinates and supervises the operations for facilities and structures under charge: Everest Parkway Water Reclamation Facility, Southwest Water Reclamation Facility, Bio-Solids and Reuse Operations, and Sanitary Lift Stations; assures compliance with regulatory rules and permitting standards for bio-solids, reclaimed water quality, freshwater canals/pump stations, deep injection and surface water discharge; and evaluates operational and maintenance activities under charge for effectiveness, compliance, and efficient use of resources.
  • Develops Division policies and procedures; assures staff compliance.
  • Establishes divisional goals and objectives, and strategies for evaluating and benchmarking operational effectiveness.
  • Performs other related duties and assignments as required.
