WARRANTS AND GCIC MANAGER
*UNCLASSIFIED POSITION LOCATED IN THE MARSHAL'S DEPARTMENT*

Minimum Qualifications:
Bachelor degree and four (4) years of work experience as a Criminal Justice Information Systems (CJIS) or National Crime Information Center (NCIC) Technician or in a judicial systems or law enforcement setting; supplemented by two (2) years of lead, supervisory or managerial experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Georgia Crime Information Center (GCIC) Certification; Criminal Justice Information Systems (CJIS) Network Operator Training; Security and Awareness Training certification within sixty (60) days of employment. Must possess and maintain a valid Georgia driver’s license.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Requirements

Purpose of Classification: The purpose of this classification is to plan, develop, monitor, train, evaluate, manage and oversee the entry and retrieval of data into the Georgia Crime Information Center (GCIC) and National Crime Information Center (NCIC) databanks within the Fulton County Marshal's Department. This incumbent serves as the Criminal Justice Information System (CJIS) advisory manager in matters related to the exchange of criminal information between various agencies and personnel.


Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Administers the Georgia Crime Information Computer (GCIC) and National Crime Information Computer (NCIC) systems used to retrieve/update criminal information and motor vehicle/license records; interacts and networks with various agencies and personnel to ensure County-wide regulatory compliance and proper flow of information and documentation.

Coordinates activities and conducts training for staff in use of GCIC/NCIC computer terminals; ensures valid certifications, adherence to GCIC/NCIC requirements, and integrity/security of data.

Ensures accuracy of warrants that are entered or removed from the GCIC and NCIC networks; prepares worksheets to facilitate data entry; and corrects records previously entered into system.

Monitor entries and modifications of data from the GCIC and NCIC networks, such as warrants, driver’s license, and automobile tag information; enters stolen, or removes found, vehicles and weapons in system; enters information on missing or found persons; confirms warrants for other jurisdictions through NCIC and GCIC.
Maintains staff GCIC re-certifications are in compliance and timely.

Communicates with executive staff, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems; responds to requests for service or assistance.

Compiles various forms, reports, correspondence, equipment operating manuals, procedures, handbooks, reference materials, manuals, or other documentation; reviews, distributes, approves or retains as appropriate.

Operates a computer, printer, facsimile machine, copier, calculator, multi-line phone, paper shredder, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

Additional Functions:
Performs other related duties as required.

Performance Aptitudes:
Data Utilization: Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.

Human Interaction: Requires the ability to act as a first-line supervisor, including instructing, assigning and reviewing work, maintaining standards, coordinating activities, and evaluating employee job performance.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

Other Requirements:
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
