Vice President for Finance and Business Operations

GSSM seeks an experienced and dedicated professional to be its next Vice President for Finance and Business Operations (VPFBO). Reporting directly to the president, this person will partner with the president to develop and implement GSSM's financial and operational policies and processes. As a member of the senior leadership team, the VPFBO is expected to represent and speak for GSSM to key constituencies, including state legislators and GSSM Board of Trustees.

Located in Hartsville, SC, GSSM is a statewide, public tuition-free residential high school for 11th and 12th graders specializing in the advanced study of science, mathematics and engineering.

The mission of GSSM is to seek out and advance the state's most talented and motivated students, offering them a transforming education in science, mathematics and engineering that cultivates joy in learning and builds the confidence to engage as ethical leaders with the world's most significant issues.

GSSM is recognized as among the top public high schools in the nation for the quality of its advanced STEM, residential, virtual, outreach, research, and international programs. The Vice President for Finance and Business Operations (VPFBO) partners with the President to develop, implement, and steward GSSM's financial, business, and administrative policies. As a member of the senior leadership team, the VPFBO represents the institution to key constituencies, including state legislators, external agencies, and the GSSM Board of Trustees. The VPFBO is primarily responsible for strategic and operational oversight of Finance, Budgeting, Payroll, Human Resources, Information Technology, Purchasing, and related business functions. The position ensures strong internal controls, sound fiscal management, compliance with state regulations, and effective administrative support for academic and outreach programs. The VPFBO sets an example of integrity, collaboration, innovation, and joyful curiosity in service to the GSSM community.

Responsibilities of the Vice President for Finance and Business Operations
  • Financial Leadership and Budgeting: Develop and oversee financial systems that enable effective managerial decision-making and organizational transparency; implement and manage revenue and expenditure systems, budget development processes, and financial tracking; prepare and promote GSSM budget requests through the legislative process, ensuring alignment with institutional priorities; coordinate audit activity and serve as the lead liaison with the State Auditor's Office; serves as institutional Risk Manager and lead liaison with the Insurance Reserve Fund (IRF).
  • Business Operations and External Funding: Serve as a coordinator with internal (state government} and external (business, foundation, and agency) funding sources, including development of business partnerships.
  • Human Resources, Payroll, and Administrative Management: Provide leadership for Human Resources, ensuring compliance with state policies and practical support for personnel management, recruitment, onboarding, performance planning, and employee relations; oversee payroll operations, ensuring accuracy, timeliness, and compliance with state requirements; manage purchasing and business services, including procurement compliance and vendor management.
  • Information Technology: Oversee information technology, ensuring reliable systems, cybersecurity readiness, and technology support for academic and administrative units.
  • Governmental Reporting and Compliance: Research and prepare required state reports, including Activity Inventory submissions, budget documents, Comprehensive Permanent Improvement Plan (CPIP} reports, capital budget reports, and other legislative/governmental documentation.

Requirements

  • Master's degree in finance, accounting, business or related field.
  • At least five years of state government experience, preferably in a leadership position.
  • Have demonstrated leadership, supervisory, and management experience.
  • Must have extensive and proven finance and accounting experience.
  • Be an effective communicator and team member.

Qualifications

Knowledge of legislative and state government processes preferred.
