Pay Schedule I Grade 29, Regular Schedule: 35 hours per week

Requirements

Definition of Responsibility
Under general supervision, plans, coordinates, supervises, and participates in the maintenance, construction, inspection, cleaning, and repair of water and wastewater lines, related water and sewer system components, and other bureau facilities or supervises the Public Works Communication Center.

Examples of Essential Duties
  • Plans, coordinates, supervise, and participate in a crew or crews engaged in the repair and maintenance of stormwater management facilities and related storm drain components.
  • Supervises and participates in various environmental operations and stormwater management activities.
  • Supervises and participates in grass cutting, tree removal, stormwater management, shoreline, and tidal waterways clean-up.
  • Supervises and participates in concrete repair and installation work.
  • Estimates time, materials, personnel required for jobs.
  • Orders and plans for the delivery of materials.
  • Coordinates the scheduling of equipment maintenance.
  • Keeps records of crew activities. Prepares routine reports.
  • Receives and investigates complaints from the public regarding stormwater management facilities, county waterways, and related environmental issues.
  • Meets complainants in the field and addresses their concerns.
  • Assesses environmental operations situations and supervises the dispatch of appropriate equipment and personnel.
  • Maintains liaison with public safety personnel, on-call contractors, and other County agencies.
  • Participates in and conducts safety related and other training exercises.
  • Ensures crews follow established safety procedures.

Qualifications

Required Qualifications
Four years' experience in water and/or sewer maintenance, construction, or dispatch work.

Knowledge, Skills, and Abilities (Entry Level):
Knowledge of the principles and practices of stormwater management operations.
Knowledge of the principles and practices of stormwater management maintenance and construction.
Knowledge of the tools and equipment used in stormwater management facility construction and maintenance.
Skill in performing stormwater management maintenance work. Skill in the operation of stormwater management construction and maintenance tools and equipment.
Skill in planning, coordinating, and supervising a crew or crews involved in stormwater management construction and maintenance work.
Skill in analyzing environmental operations situations including emergencies, deciding appropriate equipment and personnel needed to resolve the problem, and supervising the dispatch of work crews.
Ability to plan, coordinate, and supervise a crew involved in stormwater construction and maintenance work.
Ability to plan, coordinate, and supervise a crew or crews of maintenance workers.
Ability to communicate effectively. Ability to establish and maintain effective working relationships with co-workers, the public and private contractors.
Knowledge of County and departmental rules, regulations, policies, and procedures.
Knowledge of regional stormwater management systems.
Knowledge of safe boating operation and practices and Baltimore County navigable waterways.

Licenses and Certificates
Some positions may require possession of a valid driver’s license equivalent to a commercial, class B or class A Maryland driver’s license and a current Medical Examiner’s Certificate in accordance with Federal Motor Carrier Safety Regulations. (License may require endorsements and/or the absence of certain restrictions.)
