Job Description

Summary

This role involves leading a team to build, fix, and maintain water and sewer pipes and related infrastructure in Baltimore County, including planning jobs, handling public complaints, and ensuring safety.

It could also include overseeing the department's communication center for dispatching help during emergencies.

A good fit would be someone with hands-on experience in utilities work who enjoys supervising others and solving on-the-ground problems.

Key Requirements

  • Four years of experience in water and/or sewer maintenance, construction, or dispatch work
  • Ability to plan, coordinate, and supervise crews in installing, repairing, and maintaining water and sewer lines, manholes, and related components
  • Skills in operating equipment like truck-mounted roto rooter, Jet-Vacs, and line inspection units
  • Experience in estimating time and materials, ordering supplies, keeping records, and preparing reports
  • Knowledge of safety procedures, including conducting training and ensuring crew compliance
  • Possession of a valid Class B or Class A Maryland driver's license and Medical Examiner's Certificate (for some positions)
  • Ability to respond to public complaints, assess situations, and maintain liaison with public safety and other agencies

Pay Schedule I, Grade 29, Regular Schedule: 40 hours per week

Requirements

Under general supervision, plans, coordinates, supervises, and participates in the maintenance, construction, inspection, cleaning, and repair of water and wastewater lines, related water and sewer system components, and other bureau facilities or supervises the Public Works Communication Center.

Plans, coordinates, supervises, and participates in a crew or crews engaged in the installation, repair and maintenance of water and sewer lines, house connections, and manholes.

Plans and lays out line excavations.

Supervises the repair and repaving of affected roadways and the repair and construction of sidewalks, curbs, and gutters.Plans, coordinates, and supervises the routine maintenance and cleaning of lines.

Supervises and participates in the operation of truck mounted roto rooter equipment, Jet-Vacs, and line inspection units.

Fields and responds to complaints from the public regarding utilities operations.Performs estimates of time and materials required for jobs. Orders and plans for the delivery of materials.

Keeps records of crew activities.

Prepares routine reports.Supervises the Public Works Communication Center providing emergency and non-emergency assistance for all Department functions.Assesses public works situations and supervises the dispatch of appropriate equipment and personnel.

Maintains liaison with public safety personnel, utility companies, and other County agencies.Participates in and conducts safety related and other training exercises.

Qualifications Required QualificationsFour years' experience in water and/or sewer maintenance, construction, or dispatch work.Licenses and CertificatesSome positions may require possession of a valid driver's license equivalent to a commercial, class B or class A Maryland driver's license and a current Medical Examiner's Certificate in accordance with Federal Motor Carrier Safety Regulations.

(License may require endorsements and/or the absence of certain restrictions.)EXAMINATION PROCEDUREApplicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions.

Additional Information Employees in this classification may be assigned to a work shift which includes nights, evenings, weekends, and/or holidays.

Employees in this classification are subject to call to duty in emergencies, and may be required to work overtime as needed.Physical and Environmental ConditionsThe work of this classification entails the performance of heavy physical labor including bending, stooping, lifting, and carrying objects, and the operation of vehicles, tools, and equipment.

Duties also entail frequent travel between work sites, exposure to adverse conditions which include but are not limited to weather, pests and wooded areas.
