The primary purpose of this position is to serve as Human Resources Liaison and Program Support Manager in budget operations and unit front office management tasks to support Coalition Space Operations Center (CSpOC) and Space Delta 5 (DEL 5) mission-related systems, functions, and tasks.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower broadband NK-03, equivalent to the next to lower grade GS-08 or equivalent in the Federal Service.

Specialized experience must include experience in administrative support programs such as, Sexual Assault Representative (SAPR), Government Travel Card (GTC) program, Defense Travel Systems (DTS) administrator, Military Personnel Data System (MilPDS), drug demand program, security program, civilian timecard program Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; AND experience assisting/supporting on military and civilian personnel issues and manpower resource requirements.

OR EDUCATION: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college, or university.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of successfully completed education past two years above high school and specialized experience directly related to the work of this position as outlined above that meets the requirements of the position.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:1.

Knowledge of the organizational and functional responsibilities and operations of an organization.2.

Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.3.

Skill in fact-finding, problem analysis, problem resolutions, and development of concrete action plans to solveproblems.4.

Ability to gather, analyze and present facts, communicate effectively, using tact and courtesy and possess the ability to plan, organize work, and meet deadlines.5.

Ability to plan and organize management programs and functions of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Provides executive management support to the organization as primary advisor on military and civilian manpower and personnel requirements.

Coordinates civilian position classification, recruitment, and placement actions. Processes request for personnel actions (RPA) for inbound and outbound civilians on a continual basis.

Serves as a program manager and performs a full range of Force Management tasks involving Duty Status, Evaluations, Duty Information changes, Unit Personnel Management Roster (UMPR), Unfavorable Information Files (UIFs), G-Series Orders, Awards and Special Programs, and Permanent Change of Assignments.

Performs administrative support functions and maintains cooperative working relationships with organizational representatives, mission partners, and overall, stakeholders.

Develops, implements, and monitors internal administrative controls to support DEL 5 leadership in the execution of daily tasks and mission accomplishment.

Manages administrative support programs to include, but not limited to, Military Personnel System (MilPDS), Case Management System (CMS), Defense Civilian Personnel Data System (DCPDS), Unit Manning Document (UMD), Government Travel Card program (GTC), Government Purchase Program (GPC), Defense Travel, System (DTS) administrator, Drug Demand Reduction (DDR) program, records management, unit recognition, unit leave program, information assurance, cyber security liaison, unit promotions, reenlistment and extension program, and adverse action.

Utilizes automated systems for operational and administrative functions. Plans and performs complex office automation duties that require different approaches and methods.

Uses word processing software to create, copy, edit, store, and print forms, memos, and letters.
