The primary purpose of this position is to perform technical and administrative analytical work of planning, development and implementation of Airlift Missions, transportation requirements to assure safe, expeditious domestic & international transportation of high level officials & their staffs to meet critical, sensitive diplomatic, military & domestic requirements.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.
For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying.
OR Specialized Experience: experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal.
This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.
Examples of specialized experience includes experience applying knowledge of Air Force transportation management policies, procedures to interpret operations policies, procedures, and guidelines, particularly pertaining to supported aircraft; applying practical knowledge of air transportation operations, practices, and policies to develop, integrate, and coordinate air transportation; evaluating and gathering information to identifying transportation operation requirements are met and provides corrective actions, consideration of possible options, and development of airlift schedules.
OR EDUCATION: Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related; education must have major field of study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or to the fields related to the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of regulations, policies, procedures, instructions and guidelines regarding air transportation operations.
Knowledge of a range of national and international flight planning policies, principles, practices and regulations safe and expeditious movements of aircraft in accomplishing missions.
Knowledge of the mission, organization and work processes of air transportation operations, and transportation restrictions.
Knowledge of fact finding and coordinating techniques to obtain information and coordinate missing requirements.
Knowledge of computer systems and equipment to include the Single Mobility System (SMS) and Global Decision Support System (GDSS) and spreadsheet application to compile data for operations briefings, reporting and tracking mission movements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Manages air transportation for both CONUS and OCONUS cargo and/or passenger movement Responsible for accomplishing all aspects of aircrew and aircraft support for assigned mission.
Supports assigned missions by reviewing various databases and other sources of weather, itinerary, equipment and passenger information.
Develops quarterly flying schedule from annual flying requirements.
