The primary purpose of this position is to: serve as a Wing action officer on matters pertaining to requirements, justification, acquisition, and utilization of 47th Flying Training Wing's flying hour program (FHP) allocation.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Positions, Transportation Specialist Series 2101 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience include: A comprehensive knowledge of the functions, processes, and principles of management as they apply to flying hour program and airspace; and the efficient resources in order to effectively and efficiently provided the knowledge.

Knowledge of mission requirements, regulatory procedures, scheduling terminology and processes as it relates to military aviation operations to include life support requirements and limitations and performance and ride characteristics of aircraft assigned to LAFB e.g.

T-1, T-6, and T-38, knowledge of Flying Hours Program; knowledge of programed flying training allocation program; knowledge of squadron level scheduling procedures.

Knowledge of basic mathematics sufficient in using established formulas to make routine calculations of flying hour programs.

Knowledge of airspace and air refueling scheduling procedures and requirement limitations related to numerous weapons platforms.

Knowledge of analyzing and modifying yearly, quarterly, monthly, weekly and daily airspace plan. OR EDUCATION: Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of mission requirements, regulatory procedures, scheduling terminology and processes as it relates to military aviation operations to include life support requirements and limitations and performance and ride characteristics of aircraft assigned to LAFB: e.g., T-1, T-6, T-38; knowledge of Flying Hours Program; knowledge of programmed flying training allocation program; knowledge of squadron level scheduling procedures.

Knowledge of, and experience using, Microsoft Office Suite (Word, PowerPoint, Excel, Outlook) automation software functions, including e-mail, word processing, spreadsheets and database management.

Ability to create, design, develop, analyze, test and evaluate new scheduling and resource allocation procedures, briefings or methods.

Ability to effectively communicate clearly and concisely, both orally and in legible writing; ability to prepare and present briefings.

Ability to gather facts and use effective analytical and evaluative methods (simple trend lines and historical comparisons) Ability to plan, organize work, and meet deadlines.

Ability to represent the organization in a business like manner. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Support the Flying Hour Program (FHP) allocation. Serves as actions officer on matters pertaining to aircraft operations, scheduling, deployment, and usage. Manages wing airspace.

Wing focal point for all matters pertaining to Orientation Flight Program in accordance with (IAW) AFI 11- 401 and associated supplements.

Prepares data for the electronic briefing presentation for the weekly 47 OG/CC Scheduling Meeting.
