This job involves designing traffic signals and systems, coordinating with teams on signal maintenance and railroad projects, and analyzing traffic data to improve safety and operations for the South Carolina Department of Transportation.
It also includes updating databases, conducting field studies, and reviewing rail crossings to manage programs effectively.

Designs plans for traffic signals and signal systems applying SCDOT engineering standards, to identify and evaluate basic traffic control, operational, and safety problems.
Coordinates field meetings with signal maintenance staff and railroad stakeholders for the purpose of signal design preparation.
Coordinates with SCDOT headquarters and district personnel to supply field support for signal and railroad activities. Assists with standards and special provisions.
Updates signal inventory database including data entry, user access, and other items to support district staff.
Performs traffic field studies and gathers pertinent traffic related data, including traffic counts, field measurements, signal and signal systems inventory data, and railroad data; analyzes pertinent traffic related data; analyzes alternative countermeasures.
Coordinates with the Rail and Research Office performing reviews of rail crossings for the purpose of identifying deficiencies and assisting in the management of data and documents for the Rail-Grade Crossing Program.
Coordinates with SCDOT headquarters and district personnel to supply field support for signal and railroad activities.
Attends necessary meetings and represents the unit at design field reviews, consultant meetings and other meetings as necessary.
Reviews all railroad preemption traffic signal design and operation to achieve five year review goals. Develops and maintains databases and documents for railroad preempted signals.
Performs other related duties as assigned.
A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and one (1) year of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator’s license is required.
The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel.
This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling.
This position requires driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards.
May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies.
This position may be exposed to outside environment in all weather conditions and noise. Overtime work and out of town travel required to review field sites.
Out of state and overnight travel required for some training courses. Visual observation very important for field work, reading and writing.
Ability to work cooperatively with others and get along well in close work areas needed. Computer skills are required.
