Full Job Description

At Sumter Construction, monitors highway and bridge construction projects for complaniance with plans, specifications and standards. Notifies the Contractor and Resident Construction Engineer (RCE) of deficiencies and verifies that those issues are resolved appropriately. Ensures construction inspection and sampling and testing requirements are met or exceeded by qualified inspectors. Resolves construction conflicts to keep assigned projects on time and on budget. Ensures work zone safety and traffic control requirements are met on assigned projects and work is in accordance with environmental regulations and permits. Records field observations and measurements clearly and accurately. Enters field notes into SiteManager and AASHTOWare Project diaries, databases and final plans. Ensures all phases of construction are properly documented on appropriate standardized forms. Verifies contractors pay quantities measured in the field are appropriate and in conformance with contract requirements prior to issuing payment for work performed. Assists the Resident Construction Engineer with tasks related to project closeout such as final plans, material certification and final contractor concurrence. Ensures survey notes are properly recorded. Verifies that construction work adheres to plan line and grade. Train office staff in construction surveying and staking and in the proper use and maintenance of surveying instruments and equipment. Serves as the department representative when dealing with contractors, the general public, property owners, utility company representatives, etc. Assists the RCE with tasks related to project closeout such as final plans, material certification and final contractor concurrence. Ensures contractors are paid accurately for work performed with the plans and specifications. Assists the RCE with office management tasks, including maintenance of fixed assets such as pool vehicles, inspection and surveying equipment, office equipment and computers, etc. Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches, counsels and train employees. Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork within the organization. Responsible for assisting with emergency maintenance activity during severe weather as an esstential employee, proper maintenance of pool vehicles and inspection equipment, preparation of maintenance resurfacing contracts, etc.

Requirements

A bachelor’s degree in Engineering, Engineering Technology, or Construction Science and Management and one (1) year of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.

The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise.

Additional Information

May be required to work overtime, nighttime, and/or weekends during hazardous weather or emergencies.
