Summary

This job involves helping manage transportation and financial services for veterans at a VA medical center, including processing travel claims, scheduling special transport, reviewing ambulance bills, preventing fraud, and handling patient funds.

Full Job Description

The position is located within the Business Office at the James Mountain Inhofe VA Medical Center in Tulsa, Oklahoma, and works closely with staff to ensure the Beneficiary Travel, Special Mode Transpiration, Fraud Prevention, Patient Funds, and Ambulance billing programs are in compliance.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/24/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: I have one year of experience (equivalent to at least the GS-05 level or pay band in the Federal service) that includes performing the following duties: Knowledge of VHA directives applicable to beneficiary travel voucher and claim processing, clerk reporting, batch processing and review; special mode transportation coordination and scheduling, medical transportation consult review; ambulance bill payment review and processing; fraud research and prevention; ability to manage all situations with professionalism with regard to customer service and patient care; airline ticket scheduling and purchasing.

Preferred Experience: Skill in use of computers, software applications, databases, and automated systems.

Major Duties:

Major duties and responsibilities include, but are not limited to: Evaluates all aspects of fraud research and prevention in accordance with Policy.

Customer care in accordance with policy and ICARE program. Corrects discrepancies between Veterans Personal Finance System and Financial Management System balances.

Reviews eligibility of each Veteran before authorizing Ambulance billing payments.

Reviews eligibility of each Veteran before scheduling Special Mode Transportation, including review of CPRS Bene-Travel consults.

Compiles and submit daily clerk report summarizing all vouchers processed, phone calls and customer service interactions. Prepares data processing report for daily batch review.

Transfer Beneficiary Travel voucher daily batch to Fiscal Office. Process receipts and withdrawals for Patient Funds in Veterans Personal Finance System.

Attends to all details of voucher processing to prevent the processing of fraudulent claims.

Communicates and interacts with patients and their family members in a manner which is appropriate to cognitive, emotional, and chronological maturation needs of the adult and geriatric patient.

Coordinates with personnel external to the agency for the obtainment of services, sharing of information and authorization, clarification or denial of payment.

Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process.
