The Department of Transportation is actively looking to hire an Assistant Project Manager. This position involves applying engineering expertise, methodologies, and principles to make informed decisions and judgments that are crucial for the successful completion of various work assignments. The Assistant Project Manager will play a vital role in supporting and advising our Local Project Sponsors as they develop and implement their transportation plans and projects, which have been approved by the Metropolitan Planning Organization. Requirements
In this position, you will employ engineering principles and practices to conduct thorough reviews of comprehensive engineering designs. This includes evaluating complete engineering documentation such as plans, specifications, cost estimates, design calculations, and other relevant data provided by both staff and consulting engineering firms, ensuring they align with the project's scope and program requirements. You will also offer expert engineering advice regarding agency policies, standards, and requirements, meticulously reviewing calculations, plans, specifications, cost estimates, and technical correspondence to ensure overall technical accuracy and completeness.
Additionally, you will support the Project Manager in assisting local municipalities with the planning, development, and design of high-quality bridge and roadway projects funded by state and federal resources, ensuring these projects are completed on schedule and within budget. Your role will involve aiding local project sponsors in creating and monitoring design schedules to guarantee compliance with state and federal objectives related to project delivery, including letting dates and the obligation and reimbursement of funds. Providing excellent customer service to local municipalities on design projects will be essential, which includes managing the processing of invoices for fund reimbursement and preparing necessary fiscal documents for payment.
Furthermore, you will ensure that during the scoping phase, project sponsors have engaged with local municipalities within the project boundaries to inform them about the project and address any concerns or needs they may have during the design process, in accordance with PennDOT Connects. Lastly, you will be responsible for drafting project reimbursement agreements between individual municipalities and the Commonwealth, which will be executed by the Department's legal team, and you may need to utilize the Department's Reimbursement Agreement System (RAS) or the Legal Approval Tracking System (LATS) as part of this process.Interested in learning more? Work Schedule and Additional Information:
- Full-time employment
- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
Telework: You may have the opportunity to work from home (telework) part-time.
In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.
If you are unable to telework, you will have the option to report to the headquarters office in Bridgeville. The ability to telework is subject to change at any time.

- Salary:
Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $69,203.00 (before taxes).

Qualifications
QUALIFICATIONS
Minimum Experience and Training Requirements:
- Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
- Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
- One year of civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.
