Full Job Description

This position is located in the Wage and Hour Division, Office of Administrative Operations (OAO).

As the Transformation Specialist for the agency, the incumbent is responsible for planning, directing, and evaluating the agency's efforts to transform business processes to support more efficient and effective approaches to accomplish the agency's mission.

This position is inside the Bargaining Unit. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience includes: 1.

Experience demonstrating knowledge and understanding of project planning processes and policies and how they work, coupled with the ability to apply this knowledge in preparing improvement practices.

Experience demonstrating knowledge and skill in applying analytical and evaluative methods and techniques to the full scope of actions as well as the ability to look ahead and foresee future requirements.

3. Experience utilizing communication skills, both oral and written in order to inform, advise, persuade and defend controversial actions/policy decisions in meetings with senior level management. 4.

Experience managing and coordinating projects or initiatives to include developing informative materials, providing guidance based on results from surveys and/or analyses and from monitoring projects together with keeping top level management informed of progress throughout all phases and processes.

ELIGIBILITY REQUIREMENTS: Applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service).

These requirements must be met within 30 days of 04/09/2026 the announcement closing date. Major Duties:

As a Transformation Specialist GS-13 with the Office of Administrative Operations duties include but are not limited to: Anticipating issues, conducting research and analysis, and recommending strategic initiatives for cross functional elements within the WHD functional areas.

Studying and evaluating issues and data presented and develop recommendations for action based on analysis of content and knowledge of functional assignments throughout the organization.

Performing, retrieving, and analysis of data to process and validate for timely and accurate reporting of all actions.

Preparing detailed, written reports to management concerning the status of data, compiling narrative and material and prepares related background information concerning the status of taskers for use in briefing senior leadership.
