The primary purpose of this position, PROGRAM ANALYST, NH-0301-02, is to provide planning, developing, and implementing as well as perform studies and analysis of Squadron processes to assist managers in defining objectives and formulating strategies and actions to achieve improvement objectives and provide production support to the workforce.
In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GENERAL EXPERIENCE: Applicants must have 3 years of general experience, 1 year of which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc).
General experience is defined as assisting with applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of a program, ability to apply the knowledge to evaluate current organization strategies and performance, and the ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues.

OR EDUCATION: Applicant must have a full 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed qualifying education and experience to meet total experience requirements.
General experience directly related to the work of the position and education in excess of a completed post high school education and experience directly related to the work of the position as outlined above that meets the requirements of the position may be used to qualify applicants for the NH-2 level.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing.
Knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance.
Knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas.
Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations.
Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues.
Ability to understand and deploy lean concepts in problem resolution.
Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
1. Perform studies, analyze data, prepare plans, reports, and agreements, track action items, monitor support effectiveness with respect to program management. 2.
Plan, organize, and oversee the activities of the organization ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs. 3.
Participate in special logistic related operation projects and initiatives and perform special assignments. 4.
Represent the organization with a variety of installation and functional area organizations.
