This position is located at the Edward Hines, Jr. VA Hospital, Hines, IL a la facility, in the Education Service.
Primary responsibility is for development, administration and evaluation of all administrative training programs within the Hospital and Community Based Outpatient Clinics [CBOC], and for facility-wide coordination of administrative training activities.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/11/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Basic Requirements: Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
GS-9 Grade Requirements: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field, and having a practical knowledge of the educational process and the principles of adult learning to teach effectively and creatively; supervising or administering a training program; developing or reviewing training/course materials, aids, devices, etc., and evaluation of training results; using computers, audiovisual, teleconferencing and videoconferencing equipment to design educational materials; applying analytical and evaluative methods by interpreting data and providing reports concerning program efficiency and effectiveness; working with quality improvement principles, practices, and tools necessary for analysis and evaluation of processes and effective follow-up.
OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have completed a Masters or equivalent graduate degree or 2 full years of progressively higher graduate level education leading to such a degree or LL.B or J.D., which demonstrates the knowledge, skills and a Combination: Applicants may also combine education and experience to qualify at this level.
You must possess a combination of specialized experience and education as described above.
Preferred Experience: Education and Training, Program coordination and Technological skills including computer.

Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably.
There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve traveling to interviews, meetings, and sources of information.

Major Duties:
Performs work in the development of courses for training programs. Serves in the primary role of devising original course plans and designs for the basic concepts of a course.
Participates in revising, planning, design, development, implementation, and evaluating the curriculum for the Education Service.
Performs work associated with the evaluation of course in training programs. Evaluates multiple courses and/or Programs of Instruction including local, regional, and VA curricula.
Troubleshooting duties frequently required providing problem-solving assistance to, and technical review and leadership over, other employees or other facets of the training organization.
Instructs courses in a Program of Instruction.
Serves as technical expert in broad, complex subject areas (e.g., New Supervisor Essentials, Supervisor University, LEAD Programs, and Talent Management System (TMS).
Performs work involving modification of training courses. Modifies course materials and plan for complex courses (e.g.
Online PDPs, Performance Based Interviewing, and Knowledge, Skills and Abilities [KSAs]). Conducts studies and analyses in functional specialty or subject matter areas.
Analyzes educational or instructional problems or questions involving a functional specialty area of education and training (e.g., Annual Supervisory Training Needs Assessment, Workforce Development Needs Assessment such as the Annual All-Employee EXPO Survey), a subject-matter area, or may involve a grouping of courses (e.g.
tasks handled by the VISN 12 Education Committee, VISN 12 Workforce Development Committee, Hines Organizational Development Board, and constructing the annual Mandatory Training List for Hines VAH).
