Full Job Description

This developmental position is organizationally aligned to the Education Service, at the Edward Hines Jr. VA Hospital (578), Hines, IL - a complexity level 1a VHA facility.

Primary responsibility is for administration and evaluation of all employee training programs within the Hospital and Community Based Outpatient Clinics [CBOC], and for facility-wide coordination of administrative training activities.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-7 position you must have served 52 weeks at the GS-7. For the GS-11 position you must have served 52 weeks at the GS-9.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Position requires extensive knowledge of the human resource programs governing Personal Improvement Plans and Personal Development Plans to be able to guide and make recommendations to supervisors.

Developing manuals and directives covering the administrative aspects of the program.

Comprehensive computer knowledge to develop and maintain data systems as well as hospital specific computer systems. OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Have you successfully completed a Ph.D.

or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, in a major study in education or a subject area related to the position.

Physical Requirements: Because the incumbent deals frequently with decisions on policy and program matters, meeting program and report deadlines, and situations involving differences of opinion and negotiation, this position has the potential to create a significant degree of stress.

Walking, sitting for extended periods of time at a computer terminal, and standing at length while making presentations and teaching are involved in this position.

Major Duties:

Coordination, consultation, and technical assistance is provided by the Training Specialist relating to all local administrative training matters.

Performs duties associated with administration, training program studies, analyses, modification, instruction, evaluation, or coordination of a training program and the training courses within that program.

Performs work associated with the development and/ or evaluation of training courses.

Advancement to the full performance level will be recommended only after it has been determined that the incumbent meets all regulatory and statutory requirements, is satisfactorily progressing in the training, is successfully performing the currently assigned range of duties as outlined in the target position of Training Specialist, GS-1712-11, and is capable of taking on expanded duties and responsibilities with greater independence.

The incumbent serves in a developmental capacity at the GS-9 level. Key functions will be similar to those described at the full performance level of the target position.

However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills and abilities necessary to accomplish the work at the full performance level.Develops or creates training materials, to include developing computer-based training courses, present classes, or plan for broadcast training that target deficiencies within each specialty.

Trainings developed include, but are not limited to, workforce development, leadership development, supervisor training, communications, computer software and programs, and team building.

Performs work associated with the evaluation of courses in training programs.

Performs work related to coordinating projects for the development and implementation of training course or course materials for in-person an de-learning TMS courses.

Deals with matters that are controversial or novel, and often complicated by factors such as changing situations and educational developments.Instructs courses in a Program of Instruction.

Serves as technical expert in broad, complex subject areas (e.g., TMS, Field Accreditation Services, E-Learning modalities, adult-learning topics).

Instructor designs, develops, revises, and conducts courses comparable to graduate level instruction (i.e., content and methods, not length of a course in days, weeks, etc.).

Uses a wide range of teaching methods or tools, depending on the students' learning requirements.

Courses are unusually broad and highly complex and frequently are in newly emerging or rapidly changing areas (e.g., Leadership development; Talent Management System).Utilizes TMS to provide a tailored list of medical specialty courses, specific to workforce professional development needs.

Creates competencies and competency profiles with their domain and then assign the m to users in the domain.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Full Time M-F 07:30AM-4:30PM.
