Job Description

Summary

This role involves designing, delivering, and updating training programs for staff who handle retirement and annuity payments in the Department of Defense.

It requires working closely with teams to ensure training stays current and effective, while also advising on complex pay issues.

A good fit would be someone with experience in adult education or HR training, strong communication skills, and knowledge of government benefits systems.

GS-11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Proven experience in the full lifecycle of training program development-from planning to presentation-for Retired & Annuitant (R&A) Pay personnel.

Requires subject matter expertise in complex R&A and special compensation programs. Proficiency in Microsoft Office and excellent communication skills for creating effective training materials.

GS-11 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.

Major Duties:

  • Plan, develop, and coordinate in-house functional training programs for Retired and Annuitant Pay (RnA) personnel.
  • Continuously revise lesson plans as necessary to meet new training requirements and to keep technical information up to date.
  • Conduct effective training sessions for various levels of employees in RnA, along with field site customers.
  • Evaluate student performance in accordance with the course management plan to determine proficiency and develops criteria for evaluating the effectiveness of training activities.
  • Serve as a subject matter expert (SME) for RnA training, and is often consulted by RnA personnel about more complex casework.
