Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

To be considered for the GS-07, applicants must have served 52 weeks as a GS-05 or higher in the Federal service.

To be considered for the GS-09, applicants must have served 52 weeks as a GS-07 or higher in the Federal service.

To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher in the Federal service.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05 if applying at the GS-07 level, GS-07 if applying at the GS-09 level, or GS-09 if applying at the GS-11 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

GS-07 Specialized Experience is defined as: applying financial laws, principles, systems, policies, methods, and practices to provide routine technical guidance to managers, employees and/or customers; gathering data from financial systems; and researching financial policies and laws to resolve common financial issues.

GS-09 Specialized Experience is defined as: researching and interpreting financial regulations, policies and laws to provide substantive recommendations and advice to managers; analyzing and evaluating reports and data from financial systems to identify issues and discrepancies; and researching and interpreting financial policies and laws to resolve financial issues.

GS-11 Specialized Experience is defined as: analyzing financial and accounting operations to recommend process improvements; monitoring and evaluating financial systems to identify weaknesses and ensure compliance with internal controls; and analyzing the impact of applicable laws and regulations on an organization's financial policies, operations and systems and recommending changes to maintain compliance.

Major Duties:

  • The duties, described below, represent the major duties performed at the GS-11 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience.
  • Analyzes, plans, and evaluates directorate functions to determine validity, propriety, accuracy, and adequacy of work processes.
  • Reviews and analyzes a variety of reports received from internal and external sources, including reports produced by automated systems.
  • Interprets applicable guidelines and regulations to assist in implementation of approved/directed internal procedural changes to accomplish financial management objectives.
  • Performs quality control examinations of operations, policies, procedures, and internal controls including the analysis of data and information with the objective to prevent and detect deficiencies in the operation of functional area systems.
  • Evaluates operations, policies, procedures, and internal controls of financial operations to prevent and detect deficiencies in the operation of financial management areas.
