The Opportunity
WSDOT is seeking a dynamic and strategic leader to serve as the Training and Winter Maintenance Manager in Olympia, WA.
Reporting to the Maintenance Operations Branch Manager, this position functions as the division’s statewide expert and program manager for Maintenance Training, Winter Operations (Snow and Ice), the State Roadside Litter Control Program, and Innovations.
This highly visible leadership role is responsible for developing and implementing statewide policies, setting strategic direction, and ensuring consistent, accountable program delivery across all six regions.
The position leads and coordinates the Maintenance Training program to ensure current and future workforce needs are met in alignment with budget and operational priorities, while overseeing headquarters and regional budget planning and fund distribution.
It also provides statewide leadership for the $130 million biennial snow and ice program, including policy development, performance measurement, risk mitigation, materials contract management, and review and approval of regional materials and budget plans.

Qualifications
To be considered for this opportunity, the following are required:
Statewide Highway Maintenance Program Expertise: Demonstrated advanced knowledge of statewide highway maintenance operations, including snow and ice control, winter readiness, litter control, and maintenance training programs.
Proven ability to apply maintenance policies, procedures, and standards to ensure safe, efficient, and effective roadway operations across diverse regions.
Strategic Program Leadership & Governance: Demonstrated experience leading strategic planning, implementation, and evaluation of large, complex public-sector programs.
Proven ability to navigate organizational governance structures, develop policy, and balance statewide consistency with regional operational needs within a transportation or infrastructure-focused environment.
Training & Workforce Development Leadership: Demonstrated expertise in assessing workforce training needs, designing and implementing curriculum and delivery models, and evaluating training effectiveness.
Proven ability to lead statewide training initiatives that strengthen workforce capability, ensure compliance, and support operational readiness.
Financial & Resource Stewardship: Demonstrated experience managing large biennial public-sector budgets with accountability and fiscal integrity.
Proven ability to plan, allocate, and oversee equitable distribution of program resources across multiple regions while ensuring compliance with financial management standards.
Operational Program Management & Accountability: Demonstrated ability to manage complex, high-impact operational programs with sound judgment and attention to safety, service delivery, and risk mitigation.
Experience overseeing performance measurement systems, analyzing operational data, and driving continuous improvement and innovation.
Policy Development & Implementation: Demonstrated experience developing, implementing, and maintaining statewide policies, guidance, and standards.
Proven ability to translate technical and operational concepts into clear expectations and actionable direction to ensure consistent statewide implementation.
Leadership, Supervision & Collaborative Engagement: Demonstrated experience leading and mentoring staff, managing performance, and fostering workforce development.
Proven ability to build strong cross-functional and cross-regional partnerships, achieve results through influence, and cultivate a collaborative, respectful, and inclusive work environment grounded in accountability and continuous improvement.
Communication & Stakeholder Engagement: Demonstrated skill in clearly and effectively communicating complex technical and operational information—both verbally and in writing—to diverse internal and external audiences.
Proven ability to build and maintain effective working relationships with regional leaders, program managers, and external partners.

It is preferred that qualified candidates also have:
Progressive Highway Maintenance & Infrastructure Experience Demonstrated progressively responsible professional experience in highway maintenance operations, winter operations, maintenance training, or related infrastructure programs.
Proven ability to apply increasing levels of responsibility, leadership, and technical expertise in complex operational environments.
Statewide or Large-Scale Program Leadership Demonstrated experience managing or coordinating statewide or large-scale operational or training programs within a public-sector or transportation organization.
Proven ability to ensure program consistency, accountability, and alignment with organizational priorities across geographically dispersed regions.
Executive-Level Advisory Experience Demonstrated experience serving as a subject matter expert or trusted advisor to executive leadership on complex, high-impact operational issues.
Proven ability to provide strategic insight, well-reasoned recommendations, and technical guidance that informs decision-making and supports agency objectives.
Budget Planning & Fiscal Oversight Demonstrated experience overseeing, contributing to, or supporting the planning and management of significant program budgets.
Proven understanding of public-sector financial practices and the ability to align fiscal resources with operational goals and performance expectations.
Leadership & Team Coordination Demonstrated experience leading, supervising, or coordinating professional or technical staff, including experience guiding cross-functional or cross-regional teams without direct supervisory authority.
Proven ability to influence, mentor, and drive results through collaboration and shared accountability.
Snow & Ice Operations, Innovation & Workforce Awareness Demonstrated familiarity with snow and ice operations, maintenance innovations, and evolving workforce training needs within geographically and operationally diverse environments.
Proven ability to adapt practices to regional conditions while maintaining statewide standards and service expectations.
