About the Division of Youth Services: The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment, and parole.

DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services.

The Division operates numerous secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed.

The Division also contracts with numerous private residential and non-residential service providers throughout the State.

For pre-adjudicated youth, the Division is also responsible for the management and oversight of Colorado Youth Detention Continuum, a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system.

In addition to residential programming, the Division administers juvenile parole services throughout the State, which includes but is not limited to parole supervision through case management to ensure community safety.

The Residential and Reintegration Services (RRS) ensures the fulfillment of the Department's mission and goals to empower Coloradans served by the Division of Youth Services (DYS), Regional Centers and Veterans Community Living Centers. RSS is responsible for policy development, service provision, and coordination of efforts to improve the lives of those served through quality and effective services.

The Office of Staff Development (OSD) is responsible for overseeing, creating, coordinating, and implementing comprehensive training and staff development programs for all Division of Youth Services (DYS) employees. This responsibility encompasses training development, facilitation and/or oversight in the following areas: ASHI Cardio Pulmonary Resuscitation/First Aid, established treatment modalities such as Aggression Replacement Training (ART) and Dialectical Behavioral Therapy (DBT), Mental Health Interventions, Crisis Intervention and Prevention, the Prison Rape Elimination Act, Supervisory Training, Motivational Interviewing, Trauma-Informed/Responsive approaches, the Code of Ethics, Policy/Procedure adherence, Customer Service standards, Report Writing, Adolescent Development, Sex Offender training, Substance Abuse, Suicide Assessment and Prevention, Instructional Theory into Practice (training the trainer), Universal Precautions, the Strength-Based Approach, and numerous other Division-promoted initiatives. Furthermore, the unit is tasked with drafting and overseeing policies directly relevant to the division’s training curriculum. Additionally, the work unit is responsible for the interpretation and presentation of new and updated policies, and for revising, monitoring, reviewing, and overseeing all facets of the division’s crisis prevention and intervention protocol, known as Protective Supports and Interventions.

Summary of Position:
The position is responsible for determining content, developing standardized curricula, and coordinating, delivering, evaluating, and monitoring DYS-specific training programs managed within the departmental learning management system. Furthermore, this position supports the Academy Lead by assisting in content development, curriculum standardization, and the coordination, delivery, evaluation, and monitoring of training programs conducted at the academy. These programs encompass, but are not limited to, DYS orientation, Sanctuary, Person Centered Practices, Restorative Community Justice, Workplace Violence/Sexual Harassment Prevention, and the division's crisis intervention and prevention program. The incumbent is also tasked with developing and coordinating training resources for instructors at Youth Service Centers for the purpose of staff training. This includes, but is not limited to, policy training, online courses, and mandatory annual requirements for both non-direct and direct care personnel.

In addition, the position oversees, manages, and ensures compliance to maintain the division's status as a nationally recognized First Aid/CPR training center for the American Safety and Health Institute (ASHI). To ensure good standing with this certifying body, the incumbent monitors all divisional trainers to ensure compliance with all elements of ASHI's standards. This ensures that all employees responsible for the care of youth are equipped to act as first responders during a life safety event within a youth center or the community when acting as a state representative. Specifically, the position manages trainer certification, required documentation, changes to practices, and additional needs for all First Aid/CPR certifications across the division. This includes mandatory CPR certification for all medical staff employed by the division. The position also provides guidance to both DYS Leadership and the medical department concerning first responder duties. For instance, the position provided guidance and led the implementation of a naloxone training program prior to its distribution for use.

The position is also responsible for providing guidance, support, and oversight of the Division’s crisis prevention and intervention program known as Protective Supports and Interventions. As this program was developed by the Office of Staff Development, this position, with the guidance of the area lead, provides ongoing recommendations for improvement, determines the appropriateness of an intervention in serious cases, is the subject matter expert for divisional leaders, and offers guidance and feedback to both internal and external stakeholders, including county DSS

Manages and Maintains the Division’s Training Center Status with the American Safety and Health Institute First Aid/CPR:
This position serves as the division’s authority concerning the certification, management, training, implementation, and utilization of the American Safety and Health Institute (ASHI) First Aid/CPR certification program. This area of focus is dedicated to ensuring the safety and well-being of youth within the Division of Youth Services (DYS). Responsibilities include, but are not limited to, possessing expertise in the following areas:
  • Reviewing and evaluating division-wide training implementation to ensure compliance with nationally recognized life safety standards.
  • Serving as the liaison between the division and ASHI for documentation requests, audits, and changes to life safety practices, ensuring program fidelity in both training and application.
  • Interpreting and applying laws, policies, and rules related to the use of First Aid/CPR life safety skills.
  • ·Guiding, monitoring, and consulting with division leadership and the medical department.
  • ·Overseeing and implementing any changes resulting from research and guideline revisions released every five years. These revisions are developed collaboratively by the American Heart Association, the Red Cross, and ASHI

Training Delivery:
This position requires the application of expertise in online learning, milieu management, cognitive behavioral interventions, life safety skills (e.g., CPR/SFA), policy, and adult learning theory to deliver both in-person and online instruction to Division of Youth Services (DYS) staff. The training focuses on interventions that enhance the competencies of the youth served, thereby contributing to a reduction in recidivism. By developing, coordinating, managing, and/or providing training, the incumbent will ensure that DYS employs a systematic approach that aligns with the established model, adheres to trauma-responsive practices, and delivers continuous training to optimize knowledge retention (transfer of learning). Areas of instruction will encompass, but not be restricted to, the following: 1. Cognitive behavioral interventions designed to augment pro-social skills, which have been demonstrated to mitigate the risk associated with re-offending behaviors; 2. CPR/SFA and safety courses are intended to maintain a secure environment and equip personnel responsible for the care of youth during crises; 3. Policies formulated to minimize liability and enhance the safety of both the youth served and the caregivers; 4. Assistance in cultivating effective staff supervision through the education of supervisors on topics such as: violence prevention in the workplace, sexual harassment prevention, effective utilization of the Performance Management Program (PMP) system, and the legal and effective management of substance abuse in the workplace; and 5. Foundational skills and knowledge requisite for new employees to undertake their job assignments

Training Design and Development:
The position will be responsible for the development, composition, and execution of standardized in-person, online eLearning, and web-based training programs and curricula designed to support the Colorado Model and the organization's initiatives to advance trauma-responsive practices and maintain secure therapeutic milieus. This includes oversight, development, implementation, and ongoing revision of courses encompassing milieu management and safety, policy adherence, life safety skills, verbal de-escalation strategies, and cognitive behavioral services, all of which promote compliance with DYS’s mission of public safety and effective supervision of juvenile offenders. This role necessitates the application of best practices in online and web-based learning, current research, trends, standards, policies, and expertise from relevant fields to develop and provide oversight for courses that educate DYS staff in culturally competent practices for effective engagement with the youth in our care. The position will conduct an analysis of the current state of these services through communication with facilities, other organizations, client managers, and direct care personnel. Furthermore, the incumbent is tasked with maintaining an ongoing needs assessment process to identify service gaps requiring new or enhanced training and the development of sustainability plans. The position will leverage expertise in training methodologies, including processes that enhance retention and utilize effective training models to ensure successful outcomes. Based on this analysis, the position will formulate systematic plans to address identified service gaps or needs and determine the most effective modalities to educate staff in applying these skills directly with the clientele. Moreover, this role will provide technical assistance pre-implementation, during implementation, and post-implementation to ensure fidelity and sustainability of the programs.

Work Lead and supervision:
The position, serving as the work lead/ supervisor(exception to supervisory granted) and training expert, is responsible and accountable for the work product of position numbers IKA-05143 and IKA-1999. Both positions are classified as Training Specialist III, the same series as the work lead position. The work lead is tasked with ensuring the timeliness, correctness, and soundness of the work performed by these two training positions. Through monitoring, observation, and review of assigned personnel, the work lead helps to ensure that new employees acquire the specialized skills necessary for functioning within a complex field responsible for the welfare of youth in the agency's care. This responsibility is mission-critical to supporting the agency's ongoing operations.

Specifically, this position assigns classes for facilitation and lessons requiring review. To maintain a high-quality work product, the incumbent will observe both classroom and online courses to ensure adherence to established policies and lesson plans, review and approve any lesson changes for compliance, and monitor for the use of best practice standards designed to support the transfer of learning.

Furthermore, the work leader contributes to decisions regarding leave requests and approving work hours. Writes and reviews performance plans and evaluates employee performance. Resolves employee performance problems, disputes, and informal grievances and initiates corrective actions as needed. Reviews and approves leave requests and work time (KRONOS), recommend promotions, and sign personnel action forms.
Initiates hiring process, provides Subject Matter Expertise to HR during the comparative analysis process, interview applicants, and make hire decisions

  • Assisting in the resolution of Cornerstone troubleshooting requests.

Minimum Qualifications:

Experience Only:

Seven (7) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to seven (7) years.


Preferred Qualifications:
  • Knowledge of public child welfare, human service practice experience, and training/coaching experience.
  • Knowledge of adult learning theory and training principles, theories, and practices.
  • Bachelor’s Degree in public child welfare, human service, sociology or psychology
