This position is in support of the Department of Veterans Affairs (VA) integrated health care system, providing care at 1,243 health care facilities, including 170 VA Medical Centers and 1,063 outpatient clinics, serving more than nine million enrolled Veterans each year.
The position is in the VA Office of Acquisition, Logistics and Construction (OALC), Office of Procurement, Acquisition, and Logistics (OPAL).
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/13/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: The Individual Occupational Requirement required for the 2130 Occupational Series is as follows: To be qualified, applicants must possess at least one (1) year of specialized experience and meet the Individual Occupational Requirement (IOR) Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.
Making presentations on traffic matters before Federal, State, or local regulatory bodies.
Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services.
Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities.
Providing advisory service involving commodity analysis from the transportation standpoint.
OR, Certificate Possession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5.
Persons with such certificates may also qualify for higher grade levels based on their education and/or experience.

Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from Washington, DC.
This includes all locations that fall within a 50 mile driving distance from 810 Vermont Ave NW, Washington, DC 20420. Major Duties:
Serves as Senior Traffic Management Specialist responsible for a wide variety of complex transportation management functions in support of VA-wide logistics and transportation programs.
Specific assignments include: Serves as the customer's staff expert for issues relating to all freight services, freight bill audits, Puerto Rico Cargo Consolidation, and Off-shore shipping to Alaska, Hawaii, U.S.
Virgin Islands, Philippines and other off-shore and foreign points Provides recommendations for software application and transportation improvements Uses transportation database and spreadsheet software to select, organize and evaluate the efficiency and effectiveness of transportation and traffic programs Reviews and maintains all rates and charges in several databases and develops diagnostic reports to create MS Excel pivot reports for large amounts of transportation data Applies analytical methods to evaluate complex freight rate tenders to arrive at the lowest cost to the U.S.
Government Develops and recommends transportation policy as it relates to domestic, off-shore, and international shipping Represents VA on various VA and interagency meetings, committees, and conferences; representing agency views and interests at various levels within and outside of the organization Conducts special studies related to household goods, freight and other transportation and traffic programs; Reviews and maintains the VA General Freight Tender of Service for freight and household goods programs Work Schedule: Monday to Friday, 8:00am to 4:30pm Compressed/Flexible: May be authorized by supervisor Telework: Available upon management approval.
