Education and Experience: Bachelor's Degree or higher in Engineering, and two (2) years of traffic engineering experience.

Licenses and Certificates: Valid Texas Class "C" Driver's License by the date of appointment.

Requirements

Under general supervision, supervise, review, and approve traffic signal plan designs and installation, conduct and evaluate traffic studies.

Qualifications

Plan, evaluate and manage engineering traffic functions, signal studies, design, and implementation.

Involves: Review, develop, and effectuate traffic count studies, accident studies, signal timing plans, and traffic studies to identify unsafe and congested conditions, and evaluate test data to determine the best method of traffic control.

Manage traffic management and computer signal systems. Monitor uniformity in the design process and operational aspects of traffic.

Direct, manage, and implement projects designed or constructed by consultants and engineering contractors.

Review drafting and design plans of new roadways or reconstruction of existing roadways, intersection improvements and traffic control plans and installation, striping plans, or median opening plans developed by technical and engineering personnel, as assigned.

Perform computational functions in the preparation of plans and specifications for the construction of traffic engineering projects.

Review plans, geometric design, horizontal and vertical curves for sight distance, radius, safety lighting, and intersection and roadway alignment.

Review and approve purchase orders, change orders, plans, and specifications prepared by staff, Texas Department of Transportation, and consultants for design problems, traffic signal issues such as communications, equipment, and intersection design, and compliance with standards.

Ensure contractor with contract documents and budget estimates. Coordinate engineering activities with contractors and other agencies.

Make or approve recommendations for major changes to plans and specifications, traffic signal modifications, and change orders. Conducts field and construction inspections. Recommend filed changes.

Supervise collection of field data. Assist in the supervision of field installations for traffic control.

Review plans for safety and operation and contract construction managers, other city departments, civic groups, and state agencies on traffic problems.

Enforce occupational health and safety rules and regulations. Attend construction meetings, coordinate field adjustments, and respond to technical assistance requests from construction managers.


Direct, review, and approve roadway, intersection, and traffic signal plan designs and installation. Involves: Prepare and review traffic signal plans and update timing as needed.

Utilize traffic signal computer models used to prepare timing plans and prepare traffic signal designs and specifications, Conduct travel runs on coordinated systems and fine-tune timing.

Resolve field implementation issues related to signals and detectors, make decisions on signal timing adjustments, and verify changes. Approve work orders for the signal and sign shops.

Design and direct installation of traffic signals and school/safety flashers for the City.

Design traffic signal timing for arterial systems on optimization, priority, preemption, layout, detection, and communication.

Prepare specifications for traffic control equipment and recommend capital equipment expenditures. Evaluate costs and benefits of services available for plan implementation.

Prepare cost estimates for materials, traffic signals, school, and pedestrian flashers. Manage documents, traffic databases, and records and prepare technical and project process reports.

Implement proper application and installation of traffic control devices (street signs, markings, and roadway lighting). Evaluate statistical data regarding pedestrian and vehicle traffic volumes.

Evaluate corrective action, such as pavement widening, modifications to signals, and traffic direction/control. Evaluate results of tests and recommend corrective actions.

Determine if traffic control devices are needed based upon analysis of field data. Compute traffic signal timing. Make recommendations for changes to plans and specifications.

Prepare preliminary reports, plans, estimates, and specifications for traffic signals, flashers, signaling, marking, and lighting projects.


Investigate and address citizen complaints and inquiries. Involves: Work with the public to resolve concerns regarding street and intersection design, street improvements, traffic problems, traffic control plans, construction or city plans, and policies for additional signage of traffic control devices. Confers with and provides information to property owners, contractors, engineers, consultants, and the general public on conformance standards, plans, specifications, and codes. Address transportation and roadway issues, signal operations problems and take corrective action or respond appropriately. Prepare presentations for public hearings and special group meetings.
