Full Job Description

This position serves as an International Spectrum Program Manager in the Space Communications and Spectrum Management Office.

Under direction from the Director of Spectrum, the selectee will be responsible for leading all aspects of NASA's international spectrum management activities.

Responsibilities include representing the Agency in International Telecommunications Union (ITU) meetings, leading NASA's presence at the World Radio Communications Conference, and other international forums.

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work.

The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Coordinating domestic and/or international spectrum activities and collaborating with stakeholders to support agency efforts; Participating in the development of spectrum policy and providing technical engineering recommendations; Partnering with technical teams in areas such as RF communication, satellite communications or terrestrial communications, etc.

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Lead and direct NASA’s international spectrum management policy activities, including development, coordination, and execution of Agency positions in international forums.
  • Serve as NASA’s principal representative to the International Telecommunication Union Radiocommunication Sector (ITU-R), managing all aspects of ITU-R engagement, including study groups, working parties, and conference preparatory activities.
  • Develop, coordinate, and oversee NASA contributions to ITU-R studies and agenda items, ensuring technical accuracy, policy consistency, alignment with Administration priorities, and continuity.
  • Support Interdepartment Radio Advisory Committee (IRAC) activities/subcommittees, including participation in IRAC on proposed domestic regulatory changes, and the Radio Conference Subcommittee to develop Federal positions on ITU/WRC agenda items.
  • Lead high-priority or strategically critical ITU-R agenda items, representing NASA interests in negotiations and advancing outcomes that protect and enable NASA missions.
  • Manage the international spectrum management team, assigning responsibilities, setting strategic direction, ensuring timely deliverables, and maintaining high standards of analytical rigor.
  • Lead NASA’s participation in the Space Frequency Coordination Group (SFCG), coordinating with international space agencies to harmonize technical/regulatory positions on ITU-R agenda items and World Radiocommunication Conference (WRC) strategies.
  • Lead NASA’s preparation for WRCs, including future agenda development, interagency coordination, and execution of negotiation strategies to advance U.S. and NASA spectrum objectives.
  • Coordinate closely with NASA’s National Spectrum Program Manager/Agency stakeholders to identify and manage intersections between international proceedings and domestic spectrum activities, including commercial satellite coordination/rulemakings.
  • Provide strategic advice to NASA senior leadership and interagency partners on international spectrum policy risks, opportunities, and long-term planning to safeguard spectrum access for current and future NASA missions.
