Job Description

Summary

This job involves managing radio frequencies and telecommunications policies for the Navy, ensuring that all communications align with national and international rules while advising commands worldwide.

It requires reviewing plans, providing expert guidance, and overseeing frequency assignments to avoid conflicts.

A good fit would be someone with strong technical knowledge in spectrum management and experience leading teams in a military or government setting.

Key Requirements

  • At least one year of specialized experience equivalent to GS-11 (for GS-12) or GS-12 (for GS-13) in telecommunications or frequency management
  • Proficiency in national and international frequency management policies, treaties, and procedures
  • Experience reviewing and evaluating telecommunications correspondence, directives, and plans for compliance
  • Ability to provide technical guidance and recommendations on spectrum management to military commands
  • Skills in managing employees, organizing work assignments, setting priorities, and evaluating performance
  • Demonstrated ability to interpret policies, communicate processes orally and in writing, and advise on frequency assignments
  • Experience conducting research and making recommendations on telecommunications policies and programs

GS-12 - $102,415 - 133,142 GS-13 - $121,785 - 158,322 GS-13: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience conveying proficiency in telecommunications and technical background in relevant Electromagnetic Spectrum military policy papers, technical documents, and frequency channel plans.

Experience demonstrating mastery of radio frequency management across various levels-international, national, joint, Unified Command, and department.

Experience managing employees effectively and extensively through a comprehensive programmatic approach.

Demonstrated proficiency in organizing routine work assignments, making necessary adjustments to staffing levels, setting work priorities, and establishing deadlines to ensure timely completion of tasks.

Skilled in evaluating performance and making informed decisions on product approvals or declines.

GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience implementing National and International frequency management policy and procedural documents in progressively more responsible assignments.

Experience assisting in making recommendations on new policies or programs in order to resolve potential problems that may exist with telecommunications policy and technical documents.

Experience conducting research utilizing individual judgement and discretion in handling and dissemination, needed to provide thoroughly documented and precise results with lead.

  • You will review correspondence such as letters, directives, and memoranda prepared by other offices to evaluate any impact upon Naval Frequency Plans.
  • You will ensure that any proposed actions concerning telecommunications are in accordance with National agreements and international treaties.
  • You will serve as the technical authority responsible for communicating the frequency assignment process to all levels of command orally and in writing.
  • You will provide technical guidance, recommendations, and spectrum management assistance to Navy and Marine Corps Commands worldwide.
  • You will interpret policy and ensures policies are clearly articulated and if a change in policy procedure occurs, informs regional offices and/or customers.
  • You will oversee and maintain a continuous program of monitoring, tracking, and advising on frequency assignment record reviews.
  • You will provide technical information within assigned project and coordinate decisions and recommendations to the Manager and Director.
