Employee will be assigned to the Division of Mining and Reclamation, Permit Review Section of the Fayetteville Regional Office.


Primary Duties & Responsibilities

  • Technical Permit Review: Conducts engineering reviews of complex mining and reclamation applications to ensure all techniques and designs comply with State Statutes and Regulations.
  • Field Investigations: Performs on-site inspections of proposed and permitted mine sites to verify that field conditions match application narratives and technical drawings.
  • Data Analysis: Analyzes engineering data to establish performance standards and environmental limits for mining operations.
  • Dam & Impoundment Support: Assists the Dam Engineer with specialized inspections and evaluations of impoundments.
  • Administrative Leadership: Acts as a Team Leader by tracking project status, preparing work reports, and coordinating with other State and Federal agencies for compliance guidance.
  • Reporting: Authors detailed technical reports outlining findings, conclusions, and recommendations derived from inspections and permit reviews.


Technical Skill Expectations

  • Engineering Expertise: Mastery of mathematical, physical, and engineering sciences to perform creative work, including evaluation, planning, and design.
  • Regulatory Knowledge: Deep understanding of agency policies, practices, and State/Federal laws pertaining to mining jurisdiction.
  • Problem Solving: Ability to apply core engineering principles to solve complex technical problems in the field and during the review process.
  • Instrument Proficiency: Knowledge of specialized equipment and instruments used across various types of engineering disciplines.


Communication & Coordination

  • Stakeholder Liaison: Serves as a technical resource and primary point of contact for Permitting Staff, Inspection & Enforcement Staff, industry consultants, and the general public.
  • Effective Communication: Demonstrates the ability to convey complex technical information clearly through both oral presentations and written documentation.


Physical & Professional Requirements

  • Rugged Field Work: Ability to conduct inspections while walking over rugged terrain in various inclement weather conditions.
  • Independent Judgment: Capacity to work with increasing independence as proficiency is demonstrated, applying technical criteria within established rules and procedures.
  • Adaptability: Flexibility to perform "other duties as assigned," which may include specializing in a specific area of emphasis within the mining division.

Qualifications

Training: Bachelor's degree from an accredited college or university with a major in Engineering.

OR

Substitution: Bachelor's degree from an Accreditation Board for Engineering and Technology (ABET) accredited college or university with a major in Civil, Electrical, Electrical Design, Mechanical, Chemical or Mining Engineering Technology.

AND

Experience: Five (5) years of full-time or equivalent part-time paid employment in engineering.

OR

Substitution: Master’s degree in engineering may substitute for two (2) years of the required experience.


Special Requirement: A valid driver’s license is required.
