Summary

The West Virginia Tax Division is seeking an advanced level candidate who is highly motivated and organized to perform economic and tax-related research work under the general supervision of the Director of the Research Division.

Regular tasks include analyzing tax and economic data using computer programming and software packaging; maintaining databases of information including various state and national data; reviewing proposed and enacted federal and state legislation to determine the revenue impact to the State; developing forecasts of State revenue components; writing narratives of selected tax and economic components for inclusion in Division and Department reports and publications.

Responsibilities may include performing as lead worker to other professional staff. Performs related work as required.

The ideal candidate will have the ability to write computer programs to prepare statistical summaries of various tax and economic variables; simulate multiple step tax calculations to provide analysis of changes in selected components of the calculation; and prepare both regular and ad-hoc statistical compilations.

Employment requires a fingerprint-based criminal-background check to be provided at the West Virginia Tax Division’s expense.

Failing to initiate the process or cooperate with this process, providing false or incomplete information, or discovery of disqualifying information will result in denial of, or dismissal from, employment or denial of transfer irrespective of when discovered.

Qualifications

Training: A master's degree from an accredited university in public or business administration, economics, statistics, mathematics, public policy, finance, operations research, regional planning, urban studies, geology, mining engineering, petroleum land management, computer science, industrial engineering or system analysis or a closely related field.
Substitution: Undergraduate degree in any of above disciplines plus two years additional experience in mineral and/or economic research and analysis may substitute for the required training.

Experience: Three years of full-time or equivalent part-time paid experience in mineral and/or economic research and analysis.
Substitution: Two years of full-time employment in the State Tax Division in a related area of assignment may be substituted for the experience requirement.
