Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DoD Cyber Defense Command (DCDC).

Please Note: This announcement is open to current Department of Defense Cyber Defense Command (DCDC) employees only. You MUST provide a recent SF-50 showing your are currently employed within the DCDC.

You will render an ineligible rating if you do not provide the SF-50 showing that you are employed within the DCDC.

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

Qualifying experience is defined as: Experience developing long-term financial or personnel plans; OR directing a budget cycle through formulation, presentation, or execution; OR analyzing resource requirements to advise leadership; OR supervising a team responsible for resource management functions.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of this announcement. Major Duties:

• Develops long-term financial, personnel, and contract plans through extensive analysis, identifying historical trends and potential problems for leadership.
• Directs the entire budget cycle, including formulation, presentation, and execution, while interpreting financial policies from higher headquarters.
• Provides advice and recommendations on resource management to senior leaders, representing the command in conferences and discussions with other agencies.
• Reviews proposed organizational changes and evaluates resource plans to ensure the most cost-effective approach for projects and procurement packages.
• Supervises the J8 workforce by planning and assigning work, setting performance standards, making hiring decisions, and identifying training needs.
