Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position.

To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector.

Applicants must meet eligibility requirements including time-in- grade (General Schedule (GS} positions only}, time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: Uses application programming interfaces (APl's} and in Agile and hybrid low-code application development to support Low-Code/ No-Code Development Platform models.

Identifies, tracks and assesses standard metrics for environmental software support processes.

Provides guidance to subordinates and ensures support is provided in technical and management reviews and in Request For Proposal (RFP} development for acquisition of hardware, software or services.

Designs comprehensive surveys and studies involving the formulation, coordination, and implementation of long-range plans and enterprise programs.

Directs in-depth analysis and investigations of specific process issues. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Serves as the Supervisory IT Specialist for the Program Management Office (PMO), overseeing technical and organizational activities that support software systems, applications, and emerging IT capabilities.
  • Provides technical leadership and oversight for the development, modernization, and sustainment of the PMO's enterprise applications, ensuring systems meet federal acquisition, cybersecurity, and interoperability requirements.
  • Oversees multidisciplinary IT teams, system integration and data management activities, ensuring systems interface effectively with other federal procurement, financial, and logistics platforms.
  • Coordinate with senior stakeholders across program offices, contracting organizations, and external agencies to define requirements, prioritize enhancements, and resolve complex technical issues.
  • Ensure compliance with federal IT policies, including cybersecurity, cloud governance, configuration management, and enterprise architecture standards.
