This position is located in the U.S. Department of Defense's (DoD) Washington Headquarters Services (WHS), Facilities Operations & Services Div (FOSD).
The purpose of this position is to provide administrative supply management oversight for the Dockmaster and Supply operations for the Department of Defense (DoD) and Office of the Secretary of Defense (OSD) departments, agencies, components, tenants, and private and public sectors.
In order to qualify for this position, you must meet the requirements described below.
You may qualify at the GS-09 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to successfully perform the duties related to the position being filled.
Specialized experience is defined as: (1) Knowledge of all phases of the supply system, i.e., inventory and storage management, purchasing, property accountability, material acquisition and projections to provide logistical support; (2) knowledge of Federal Acquisition Regulations, supply system procedures and applicable regulations.
-OR- Education: have a master's degree or equivalent graduate degree or 2 years of progressively higher-level graduate education leading to such a degree.
You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to successfully perform the duties related to the position being filled.
Specialized experience is defined as: (1) Projecting supply needs; (2) receiving warehouse supplies; and (3) packing and storage operations and techniques, concepts and practices employed in the distribution system.
-OR- Education: have a Ph.D. or equivalent doctoral degree; OR 3 years of progressively higher-level graduate education leading to such a degree; OR LL.M from an accredited college or university.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
You will receive credit for all qualifying experience, including volunteer experience.

Time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume. Major Duties:
Incumbent typical work assignments may include the following: Oversees all Dock Master and supply facility operations, providing guidance to customers and managing dock resources.
This includes analyzing supply system issues, managing the control booth for deliveries, and training personnel on procedures.
Serves as the primary point of contact for the Special Events Program, establishing policies and overseeing all mission support activities, including resource procurement, logistical support, and representing the office in planning meetings.
Manages the acquisition of new and replacement equipment for the Dock Master's office and special events.
This also includes overseeing the preventative maintenance program for a fleet of GSA-leased vehicles.
Ensures the safe handling and inspection of all deliveries, including food and commercial mail, in coordination with the Pentagon Force Protection Agency (PFPA).
Manages routine inspections of all loading dock equipment and elevators to maintain a safe working environment and reports any deficiencies.
Provides direct assistance and training to tenant customers on the delivery clearance process and associated tracking systems (ITS) to ensure they can obtain supplies and deliveries in an efficient manner.
