The primary purpose of this position is: To serve as Chief, Youth Center with responsibility as a firstlevel supervisor, providing planning, directing, organizing, exercising control over nonsupervisory Non-Appropriated and Appropriated funded employees assigned to the Youth Center, and manages a stand-alone facility.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series.

BASIC REQUIREMENT: Applicant has a degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant has taken courses equivalent to a major in education, or in a subject-matter fi eld appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes professional knowledge of the theories, principles, and techniques of educations and training and of child growth and development.

Direct involvement in Youth Center programs which maintains and improves the physical, social, and mental well-being of young children.

Knowledge of learning and recreational activities and services, of participants' interests and needs, and the methods and processes involved in Youth Center programming.

Ability to effectively plan and conduct a variety of youth activities and services to meet specific needs of the base community.

Skill in the effective management and utilization of the financial, physical, and human resources of a Youth Center program.

Ability to deal with youth, parents, paid staff, and volunteers in a skillful and tactful manner, and to possess the ability to communicate both orally and in writing.

OR EDUCATION: Applicant has 3 years of progressively higher-level graduate education leading to a Ph.D. Degree or Ph.D. or equivalent doctoral degree appropriate to the position to be filled.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have a combination of education and experience to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Professional knowledge of child and youth development and education principles, norms, behaviors, growth patterns, and procedures to develop meaningful program services and establish criteria for developmentally appropriate child activities; determine requirements for program materials and equipment; and develop curriculum plans and activities which promote the physical, social, emotional, and intellectual growth of children at various ages, with a variety of needs, and in diverse settings.

Knowledge of public law, AF policy, and DOD directives related to the area of youth activities, teen activities/programs, and social events for youth and families, to plan and direct programs and provide administrative guidance and/or technical advice to management.

3. Knowledge of Youth Program inspection requirements, reports, and program terms, as well as knowledge of common accounting, budgeting, funds control, resale, and inventory management principles. 4.

Skill in gathering, assembling, and compiling data, evaluating information, drawing conclusions, devising solutions, and preparing quantitative and narrative reports for a variety of offices and agencies; establishing and maintaining records; and managing resources to enhance accomplishment of program goals and mission.

5. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings. 6.

Ability to motivate, train, and work effectively with diverse staff members PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and directs the activities of a conventional but comprehensive Youth Program which stimulates and sustains the interest of children and to contribute to their social, emotional, intellectual, and physical development, ensuring that the program complies with legal and regulatory requirements and meets customer's needs.

Exercises supervisory management responsibilities. Administers activities and plans.

Evaluates the effectiveness of planned social/recreational activities from the standpoint of participant's responses, available resources, unforeseen developments, marketing campaign, and program objectives.
