Full Job Description

Primary responsibilities entail the operation and management of Veteran Transportation Service (VTS) Transportation Operations for AVAHCS and community-based outpatient clinics (CBOC's) to improve veteran's access to health care.

Incumbent will assure quality of VTS Transportation Program, maintaining accurate and timely tracking and reporting procedures, and services.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/30/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: monitors scheduling of routine, urgent and emergent transportation for Veterans, program development, supervision, Fund Control Point management, maintains working knowledge of community transportation services and community agencies, organizational setting, and budgetary and financial management analysis.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work.

Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site.

Incumbent may carry and lift light items weighing less than 15 pounds.

Major Duties:

Major Duties include: Supervising VTS section employees with periodic supervision of all other VTS employees in the absence of the VTS Supervisory Mobility Manager.

Plans work to be accomplished by subordinates and establish and adjusts short-term priorities and deadlines.

Assigns work to subordinate based upon program priorities, subordinates' capabilities, and assignment requirements.

Incumbent maintains standards for the performance, standardization and consistency of work assigned to subordinate staff and conducts periodic evaluations of the work performance of subordinates.

He/she provides advice, counsel, or instructions to employees/volunteers on administrative and technical matters.

Hears and resolves employee complaints, referring only more serious matters to the Supervisory Mobility Manager.

Submits requests for employee staffing actions, interviews candidates, recommend selections, reassignments, and promotions.

Responsible for overseeing the VTS Transportation Operations for the entire health care system including VetRide system management, patient transportation coordination through AVAHCS and third party resources and air ambulance contract management.

Responsible for creating a veteran centered care environment, reduce operational costs, and improve the efficiency and effectiveness of veteran access to health care.

Renders decisions on all matters of a non-medical nature and on applicable legal entitlement and eligibility requirements for transportation resources.

Serves as the Contracting Official Representative (COR), which manages contracts established for Veteran transport.

This includes development of contract supporting documents for solicitation, control point funds management, execution of vendor evaluations, documentation needed for option years and ensuring all invoices are processed timely.

Participates in VTS program development, evaluation, and analysis, making recommendations as guidelines and policies are developed and refined, develops ways to remove barriers to transportation with a collaborative effort among organizations.
