Summary

This job involves leading a team of intelligence analysts focused on studying international drug trafficking and related organized crime, including planning projects, setting priorities, and ensuring effective analysis.

It requires supervising non-supervisory staff in a military intelligence setting at a base in Texas.

The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Forward Deployed Activities (FDA) Branch, performing intelligence analysis activities related to international drug trafficking and associated transnational organized crime.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-13 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-13 level.

The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.

Examples of creditable experience include applying guidelines consisting of broad DAF, DA, Joint, DOW, Intelligence Community, and US (National) administrative policies and precedents that are available in the management of U.S.

intelligence activities but are stated in very general terms.

Incumbent exercises and independently develops/initiates sound judgement in planning new requirements, directing and evaluating ongoing projects and establishing priorities and project schedules.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the intelligence career field, including specialization in international drug trafficking, transnational threats, and the ability to analyze trends, funding, and group relationships.

Knowledge of safety and security regulations, practices, and procedures.

Knowledge of the Intelligence Cycle (Planning and Direction, Collection, Processing and Exploitation, Production, Dissemination and Integration, and Evaluation), as well as principles and methodologies of intelligence analysis, including link analysis, matrix analysis, traffic pattern and trend analysis, document exploitation, and database manipulation.

Knowledge of joint operations, intelligence community issues, military operations, and resource planning, as well as the missions, policies, procedures, and systems used by federal law enforcement agencies within the Department of Justice (DOJ) and Department of Homeland Security (DHS).

Knowledge of all-source collection systems (SIGINT, MASINT, IMINT, and HUMINT), intelligence production processes, and the relationship of these processes to collection requirements within the Services, DOJ, and national arenas.

Skill in using commercial software applications and Intelligence Community databases to analyze transnational threats, including handling classified and law enforcement-sensitive data in accordance with established policies and procedures.

Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing. CONDITIONS OF EMPLOYMENT CONTINUED: This position has been designated as Special Sensitive.

The employee is required to obtain and maintain a Top Secret/Sensitive Compartmented Information clearance as a condition of employment.

Access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, and involvement in Top Secret Special Access Programs (SAP) is required to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.

Asa mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing.

Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety.

The selectee must sign a statement acknowledging the position occupied is identified as a TDP. May be required to perform Battle Roster functions during Exercises and Real-World events.

Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned.

These duties may require additional duty hours and/or a physical/medical assessment to deploy to alternate duty locations (non-combat) or in place.

The physical/medical assessment is not a pre-employment requirement. IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME).

ME personnel perform a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency or during hazardous weather conditions to keep critical operations functioning.

These personnel are required to report for duty at normal times when the base is closed or if delayed reporting is directed and remain on duty during phased or early release.

Employee will be required to attend periodic command and/or civic related social functions and related events after normal duty hours.

In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.

YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework.

This eligibility is separate and distinct from the employee's eligibility.

This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7.

A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively.

The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and directs the activities of the JTF-N, FDA Branch, ensuring that the intelligence activities comply with legal and regulatory requirements and meet customer needs.

Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Develops, modifies, and/or interprets performance standards. Conducts all-source intelligence analysis and develops requirements and solutions.

Conducts all-source intelligence analysis requiring comprehensive knowledge of analytical trade craft and JTF-Ns mission that will result in succinct interpretation and assessment of CD/CTOC threat organizations, their operational methods, capabilities, vulnerabilities, probable courses of action, and the threat they present to U.S.

interests and to partner nations of the assigned area. Identifies intelligence gaps and initiates action across the interagency for the collection of information to fill identified gaps.

Assesses CD/CTOC threats' methods, procedures, and trends, and recommends the subsequent decisions and actions to counter such threats.

Represents the JTF-N, Forward Deployed Analyst Branch with a variety of installation and functional area organizations.

Establishes, develops, and maintains effective working relationships with NORTHCOM, Intelligence Community, and Interagency partners.
