This position serves as Chief, Payroll and Human Resources Systems Division (PHRSD), Financial Payroll Service (FPS), at the Department of Veteran Affairs (VA) Financial Services Center (FSC).
PHRSD acts as the VA's liaison with the Defense Finance and Accounting Service (DFAS) and helps facilitate the biweekly processing of payroll for more than 450,000 VA employees.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/08/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Organizational payroll systems - experience in organizational payroll systems and ensuring system compliance with organizations policies and directives Project-team guidance - guides project teams to develop and implement payroll and timekeeping system changes to include developing milestones and implementation timelines to align with the service's strategic plan Payroll operations expertise - experience with payroll operations to provide solutions to eliminate or reduce barriers to system issues and/or improve business practices.
payroll management - experience in planning, assessing, programming, budgeting, directing, and coordinating on a wide variety of payroll issues Strategic-plan development - experience in developing a service's strategic plan utilizing a department and/or organizations financial policies, procedures, regulations, directives, etc., in order to develop and provide recommendations to the organizations leadership the on framework for payroll policies and programs.
