Full Job Description

This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program.

You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment.

Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education: Master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE).

Graduates of schools of social work that are in candidacy do not meet this requirement until the school of social work is fully accredited.

A doctoral degree in social work may not be substituted for master's degree in social work.

Licensure: Candidate must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the basic requirements, applicants must have at least one year of experience equivalent to the GS-12 grade level.

Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment.

Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

In addition to the experience above, candidates must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines.

Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.

Ability to ensure provision of clinical social work services by supervised social workers.

Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.

Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.

Ability to provide staff training and development. Preferred experience: Demonstrated experience in supervision and program management within the Department of Veterans Affairs.

Physical Requirements: Work is sedentary but also demands standing, walking, bending, twisting, and carrying light items. Major Duties:

Supervisory Controls. Supervises employees across GS and professional levels in a complex healthcare system, providing administrative and technical oversight.

Manages staff through clear performance expectations, ongoing feedback, and formal evaluations. Addresses grievances, recommends personnel actions, and approves leave requests.

Enforces safety compliance and implements disciplinary measures within delegated authority. Interprets trends, applies guidelines, recommends improvements, and implements program changes based on data.

Program Administration and Organizational Functions.

- Oversees data collection, administrative record keeping, and monitors patient or program clinical indicators, thresholds, and performance measurements.

- Establishes, implements, and maintains referral and screening procedures for potential HUD/VASH veteran participants that meet national policy and the needs of medical center mental health services and residential programs.

Clinical Functions Responsible for providing clinical education and guidance to ensure proper assessment and treatment planning for all Veterans in the HUD-VASH program Educates staff on risk assessment, treatment, and referral development involving Veterans and their families Oversees program operations to deliver equitable, needs-based services to high-need Veterans Implements improvements for efficiency and outcomes Fosters a respectful, supportive environment Evaluation, Education, Supervision, Coaching, and Mentoring Functions: Provides orientation and ongoing training for interdisciplinary team members and Social Work interns in the HUD-VASH program Mentors entry-level Social Workers and supervises unlicensed staff Serves as a senior clinician with advanced expertise Participates in instructor training and may serve as adjunct faculty Work Schedule: Monday through Friday, 08:00 a.m.
