Job Description

Summary

This job involves leading a team to oversee security programs at the U.S.

Naval Observatory, including protecting information, personnel, physical spaces, and industrial operations across multiple locations.

Full Job Description

You will serve as a Supervisory Security Specialist in the U.S. NAVAL OBSERVATORY of NAVOBSERV.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience in general security administration programs combined with a comprehensive knowledge of security policy requirements to function as a technical authority in assignments requiring the application of new theories and developments to security problems not susceptible to treatment by accepted security methods, technology, or procedures.

Experience managing and providing technical direction for a comprehensive security program that includes Information Security (INFOSEC), Personnel Security (PERSEC), Physical Security, and Industrial Security.

Experience developing, implementing, and ensuring compliance with security policies and procedures based on higher-level directives (such as from DoD and DoN).

Experience serving as a primary security advisor to leadership on a wide range of complex security matters.

Experience in administering a program for the proper handling, storage, and destruction of classified materials. Experience planning and directing the work of other security personnel.

  • You will develop, install, manage and enforce regulations, policies and procedures in the assigned areas of information, personnel, physical and industrial security throughout USNO including USNO sites in Flagstaff, AZ and Colorado Springs, CO.
  • You will serve as the Superintendent’s advisor and direct representative in security matters.
  • You will set performance standards, evaluate subordinates’ performance, interview candidates for positions and selects or make recommendations for appointment, promotion or reassignment
  • You will carry out Equal Employment Opportunity (EEO) policies and communicates support of these policies to subordinates
  • You will develop, update, and disseminate all information in regard to information, personnel, physical and industrial security.
  • You will be responsible for fiscal management and planning.
  • You will establish policy and procedures for classified visits to and from the Command.
  • You will resolve conflicts between security policy and program objectives and the operational mission of the Command; assuring protection of national security and operational efficiency.
