The primary purpose of this position is: To exercise first level supervisory and managerial authorities over the Safety Office.

Designs, plans, develops, implements and manages the multi-billion dollar Joint Base installation level explosive safety, occupational safety, occupational health, and risk management program for Joint Base Langley-Eustis and its tenant units.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of specialized experience includes Developing goals and objectives that integrate organization and comprehensive safety and occupational health programs for all areas of organizational missions engaged in diverse, high risk operations and functions, including supported component/tenant unit activities.

Advises Wing CC and staff, group, squadron/detachment commanders and staff, and all assigned personnel regarding policies, procedures, and directives of management.

Meets with key customers and coordinating officials to assess customer's satisfaction, explain organization policy and procedures, and resolves significant problems that arise.

Applies specialized expertise in directing the safety and occupational health program of the organization involved with the handling, storage and/or disposal of toxic chemicals, hazardous materials, and/or hazardous wastes.

Provides senior leadership and Air Force Safety and occupational health employees with expert guidance and authoritative advice on the interpretation of pertinent legislation, regulation and standards to conform to federal directives and to ensure sound safety program and improve service to workers within the multi-service operations and a complex, multi-mission military installation.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of complex safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation occupational and weapons safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of occupational safety and health risks.

Knowledge of basic safety construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards to include explosive clear zone requirements.

3. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. 4.

Skill in conducting mishap investigations; analyzing and evaluating hazardous conditions; preparing reports and recommendations and addressing risk assessment methods and techniques for safety code compliance.

5. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities. 6.

Ability to plan, organize work, and meet deadlines; Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and oversees the activities of the host joint base Safety Office with the overall management of a diverse, occupational, and explosives safety program affecting a complex multi-mission installation and supported component/tenant command organizations.

Exercises supervisory personnel management responsibilities. Represents the Joint Base Safety Office with a variety of installation and functional area organizations.

Performs work in all of the following work environments or activities: TOXIC CHEMICALS/HAZARDOUS MATERIALS; COMBAT TRAINING; TRAFFIC SAFETY EDUCATION; EXPLOSIVES/MUNITIONS; MEDICAL FACILITY; RISK MANAGEMENT; STUDENT TRAINING Serves as the principle advisor and consultant to the Joint Base Commander on all Safety matters pertaining to Occupational and Explosives safety.
