Job Description

Summary

This job involves leading a team to oversee planning, estimating, and execution of maintenance and modernization projects for U.S. Navy ships at a regional center in California.

The role focuses on ensuring high-quality work on time while managing resources, staff, and technical documents for ship repairs.

Key Requirements

  • At least one year of specialized experience at GS-13 level or equivalent in technical program management for ship repair, maintenance, or modernization
  • Strong technical knowledge in Hull, Mechanical, and Electrical (HM&E) systems and Combat Systems equipment
  • Ability to manage division processes, resources, and personnel to meet Navy ship repair and modernization goals
  • Experience developing and reviewing Work Specifications, Independent Government Estimates, and Technical Work Documents
  • Supervisory skills including evaluating performance, recommending awards, and leading government managers, engineers, technicians, and contractors
  • Proficiency in conducting formal debriefs and briefings with stakeholders
  • Familiarity with Navy policies and procedures for vessel operations and maintenance

Full Job Description

You will serve as a SUPERVISORY PROGRAM MANAGER in the D-Level Planning and Estimating Division, Waterfront Operations Department of SOUTHWEST REGIONAL MAINTENANCE CENTER.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing technical program management of policy and process improvement initiatives and implementation to support ship repair, maintenance or modernization projects.

  • You will manage the effective execution of Division processes and ensure delivery of quality products on schedule in accordance with Navy policy for vessels assigned to the SWRMC area of responsibility.
  • You will demonstrate a strong technical background in both HM and E and Combat Systems equipment as applied to Fleet operational and maintenance disciplines to effectively manage planning products.
  • You will demonstrate a strong technical background in both HM and E and Combat Systems equipment.
  • You will lead and manage organizational resources in order to meet the goals and objectives of the command's mission of repair and modernization of US Navy ships.
  • You will execute plans for long range staffing and administrative support.
  • You will evaluate performance for subordinate supervisor positions and recommend awards/bonuses to higher level officials.
  • You will be required to effectively manage Government managers, engineers, technicians and contractors in the development and review of all Work Specifications, Independent Government Estimates, and Technical Work Documents.
  • You will conduct formal debriefs with stakeholders utilizing professional briefing techniques.
