Base salary range: $104,604 - $135,987

Note: Actual salary includes locality pay (15-40%+ depending on location).
This job involves leading a team that oversees facilities receiving federal funds to ensure they meet child safety and well-being standards, including setting up monitoring processes and advising top officials on risks and improvements.
A good fit would be someone with extensive experience in federal program oversight, strong leadership skills for managing teams and resources, and the ability to analyze data to drive better performance in child welfare programs.
This position is located in the Department of Health and Human Services, Administration for Children and Families, headquartered in Washington, District of Columbia.

WHAT WE ARE LOOKING FOR Specialized Experience You must have one year specialized experience to perform successfully the duties of the position.
To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following: Directing monitoring and oversight of facilities receiving federal funds by establishing and managing frameworks, tools, schedules, and reporting processes to assess compliance with federal child safety and well-being requirements.
Directing and managing a monitoring division, including supervising managers, setting strategic priorities, allocating resources, and ensuring consistent, defensible, high-quality monitoring activities.
Advising executive leadership and agency officials on monitoring findings, compliance risks, systemic issues, and corrective actions.
Leading high-visibility monitoring initiatives requiring cross-divisional and external coordination, and use monitoring data, trend analysis, and risk indicators to improve provider performance.

WHAT YOU'LL BE DOING DAY TO DAY As a Supervisory Program Management Specialist, you will use your knowledge and experience to optimize business results and customer experience by: Advises staff and ACF leadership on policy, operations, and procedures, and programmatic changes and their impact on mission requirements and program priorities.
Reviews the results of extensive program investigations and analysis of performance to make key decisions to enhance, modify, or eliminate critical programs.
Provides direction and advice related to key initiatives to ensure adherence to the methods, principles, and practices of sound organizational management and efficient resources utilization.
Represents the organization in critical negotiations with senior leadership, various government representatives, external business partners, and auditors to accept and implement recommendations where the proposals involve transforming business practices, shifting agency resources, and changing policy and established procedures.
