Job Description

Summary

This job involves leading a team of contract specialists at a naval shipyard, overseeing the entire process of buying and managing contracts for ship repairs and supplies to keep operations running smoothly.

You'll act as the main advisor on big purchases, make key decisions on deals, and ensure everything stays on budget and on time.

Key Requirements

  • One year of specialized experience at GS-14 level or equivalent in contract procurement and administration, including source selection, negotiations, and dispute resolution
  • Proficiency in managing concurrent contractual actions to ensure timely execution
  • Skills in negotiating complex business transactions with detailed cost and price analysis using statistical techniques
  • Experience with procurement systems like Standard Procurement Systems (SPS), Enterprise Resource Planning (ERP), Federal Procurement Data System - New Generation (FPDS-NG), Wide Area Workflow (WAWF), and Electronic Data Exchange
  • Supervisory experience including planning work, evaluating performance, providing guidance, and identifying training needs for subordinates
  • Knowledge of price and cost analysis principles and basic accounting for contract evaluation and administration
  • Meet Department of Defense (DoD) qualification standards for GS-1102 contracting positions and Title 10 requirements

Full Job Description

You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CONTRACT AND LOGISTICS DEPARTMENT (CODE 400) of PORTSMOUTH NAVAL SHIPYARD.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: * Experience directing the full range of contract procurement and administration actions, including source selection decisions, sole source justifications and approvals, contract awards, issuance of contract modifications, pre-award surveys, cost and price analysis, technical analysis of contractor's performance, resolution of contract disputes.

* Experience managing and coordinating activities in order to maintain the status of, and to control various contractual actions occurring concurrently to ensure that these actions take place in a timely manner.

* Experience negotiating (including face-to-face dealings) complex business transactions that include detailed cost and price analysis using recognized statistical techniques.

* Experience utilizing the Standard Procurement Systems (SPS) and Enterprise Resource Planning (ERP) as they relate to the electronic acquisition process, as well as the Federal Procurement Data System - New Generation (FPDS-NG), Wide Area Workflow (WAWF) and Electronic Data Exchange.

* Experience planning and assigning work to be accomplished by subordinates, evaluating performance of subordinates, giving advice, counsel or instruction to individual employees on both work and administrative matters, and identifying training needs of employees supervised.

* Experience applying detailed price and cost analysis principles and basic accounting practices related to contract proposal evaluation and contract administration.

  • You will serve as a Contracting Officer with unlimited signatory authority and as principal acquisition advisor to the Shipyard Commander, Portsmouth Naval Shipyard.
  • You will direct the full range of contract procurement and administration actions.
  • You will delegate, review, approve, and coordinate the work and work products of subordinate Contracting Officers, Contract Specialist, Purchasing Agents, Contract Officer Representatives, and other contract administrators.
  • You will plan, develop and establish long and short range procurement and contracting plans, strategies, and approaches for overall ship repair and acquisitions and life cycle programs.
  • You will provide advice, coordinate and approve work performed by the Navy and contractor program participants, including cost estimating, cost accounting and establishment of award fees and life cycle costing.
  • You will ensure that manpower and material costs are directly linked to program/mission objectives, that expenditures remain within approved budget levels, and that positions and/or organizational structures promote maximum efficiency and economy.
  • You will perform other duties as assigned.
