Job Description

Summary

This job involves leading a team to handle administrative tasks like budgeting, human resources, and contracts for a Navy office, while advising top leaders on planning and improving operations.

For the GS 14: You must have one year of specialized experience which is equivalent in difficulty and complexity to the GS-13 grade level in the Federal Service (obtained in either the private or public sector) which demonstrates experience with the following: 1) provide advice to senior leadership in the planning and execution of organizational goals and management priorities; 2) maintaining direct responsibility for the operation of an administrative support staff, including daily supervision of the staff; 3)manage administrative functions such as budget, finance, contracts, travel, HR procedures, process improvement and facilities; 4) collaborating, coordinating, ornegotiating with internal and external stakeholders on behalf of senior leadership.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Major Duties:

  • You will provide expert HR and administrative advice to senior leadership, managing correspondence, acquisitions, and physical security.
  • You will supervise the administrative corps at your assigned area of operation.
  • You will conduct special analytical projects to assess activities and help develop agency policies and objectives.
  • You will participate in inspections to assess mission accomplishment and management, identifying areas of concern and recommending improvements.
  • You will meet with senior leaders to inform policy development, offer expert advice on management issues, and mediate controversial topics.
  • You will resolve issues by examining alternatives and mediating. Coordinate reforms with leaders and evaluate program and project efficiency.
  • You will serve as Resource Management Officer for your assigned area of operation.
  • You will Plan resources considering budget, manpower, and training. Review program requirements to suggest improvements for organizational effectiveness.
  • You will conduct competency-based reviews to identify current and future work needs and gaps. Recommends training and methodologies to close competency gaps and improve proficiency levels.
  • You will coordinate with HR on personnel matter, assists senior leaders with HR responsibilities, and manage facility and space requirements. Handle contracts, leases, repairs, and maintenance with relevant agencies such as GSA and NAVFAC
  • You will Directly influence NCIS CI, counterterrorism, criminal, and cyber investigation plans. Evaluate and recommend policies and develop local procedures.
  • You will resolve complex and highly visible problems/issues in fulfilling mission requirements.
