Full Job Description

You will serve as a SUPERVISORY PROGRAM ANALYST in the Command Transformation Office of NORFOLK NAVAL SHIPYARD.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience in managing the impacts of transformation and improvement efforts on ongoing work execution to eliminate negative impacts to mission accomplishment; Experience developing methods of measuring program accomplishments, results, and benchmarking effectiveness; Experience developing, introducing, defending, and gaining support for a new approach impacting command wide processes; Experience in designing approaches and procedures to develop a strategic plan supporting transformational goals and objectives; Experience identifying system and process shortcomings, research options, and advocates a redesign and restructure of the process to implement new system; Experience in nuclear and non-nuclear system repairs to Navy Ships and Submarines, ship repair, conversion, and maintenance to direct a continual program of efficiency and economy gains in the Activity's mission; Experience directing a program of continuing productivity gains and cost savings; Experience developing resolutions to major administrative, management, and technical problems.

  • You will serve as the Shipyard Commander’s chief advisor on all matters relating to conducting efforts of transformation, innovation, process improvement, and technology insertion across all departments and projects in the command.
  • You will oversee the configuration management of the Shipyard's transformation near and long-term strategic plan, and other higher authoritative documents in alignment with DoD, DON, and corporate level guidance and improvement strategies.
  • You will develop and sustain an environment conducive to transformation, stimulating process improvement and innovation.
  • You will identify, convey and escalate CNO Availability Value Stream transformational barriers to NAVSEA 04T for support in order to progress transformation efforts forward.
  • You will benchmark and implement process improvement initiatives and knowledge sharing from entities internal and external to NSY.
  • You will use advanced written communication skills to prepare complex reports, and to develop and publicize plans, processes, and business metrics.
  • You will develop, publicize, and garner support for programs and policies by meeting with senior leadership, employees, and other stakeholders.
  • You will lead transformation of the agency by meeting with stakeholders to understand perspectives and reach consensus on the organization-wide plan.
