Summary

This job involves leading a team of analysts to oversee Navy programs for surface ship weapons, sensors, and combat systems, ensuring they meet warfighting needs through planning, budgeting, and resource management.

Full Job Description

You will serve as a SUPERVISORY PROGRAM ANALYST in the SURFACE WARFARE DIVISON of IMMEDIATE OFC OF CHIEF OF NVL OPS.

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector performing Program Analyst work applying mastery knowledge of a wide range of qualitative and quantitative analytical and evaluation methods and techniques to identify and advise on problems, programs, and initiatives involving Navy warfighting consideration, including but not limited to Navy Surface Ship weapons, AEGIS and Ship Self-Defense System combat systems, active and passive shipboard sensors, ship classes construction and modernization, operational architectures/interoperability and Command Control Battle Management Communication (C2BMC) systems, in order to effectively supervise requirements development.

Examples of specialized experience may include the following: 1) Mastery knowledge and skills for the Navy Planning, Programming, Budgeting and Execution (PPBE) and POM/PR process; 2) Knowledge of OSD and OPNAV organizational structures in order to evaluate and resolve complex problems or controversial issues in Surface ship capabilities, fleet readiness, and acquisition requirements that affect the working relationship between OPNAV resource sponsors, SYSCOM program managers, Fleet and Type Commander staffs and defense industries; 3) Mastery and expert skills as a Resource Sponsor Requirements Officer to establish thresholds and goals for all weapon systems and equipment under the unit's cognizance; 4) Applying skills to negotiate effectively with senior management, Fleet, Navy System Command and Program Offices to obtain resolution, implement desired initiatives, and to prepare CNO/SECNAV testimony; 5) Providing administrative and broad policy guidance and direction on overall priorities and objectives; 6) Utilizing creativity and broad knowledge to initiate or propose changes to programs and to develop new theories and methods, while using judgement and discretion in determining intent, and in interpreting and revising existing policy and regulatory guidance for use by others within or outside Navy.

  • You will function as the Navy Requirements and Resource Sponsor for integrated combat system capabilities, weapons, sensors and various integration programs pertaining to the Surface Navy.
  • You will plan the work to be accomplished by subordinate military and civilian experts through their subordinate supervisor and through analysis of contracted work.
  • You will evaluate work performance and find ways to improve productivity or increase the quality of the work directed; and/or develop performance standards.
  • You will lead other expert-level analysts in operations for warfare area level organization comprised of military and civilian personnel to oversee the allocation of resources and tasking.
  • You will be responsible for planning, programming, budgeting, organizing, directing, and monitoring programs and for coordinating the total work effort for the Deputy for Weapons and Sensors.
  • You will function as the "center of expertise" and Chief Advisor to the Deputy for Weapons and Sensors for development, fielding and sustainment of combat systems, sensors and weapons for all U.S. Navy surface ships.
