The primary purpose of this position is to serve as the Air Force Manpower Analysis Agency (AFMAA) Director, Directorate of Operations, responsible to formulate, establish, and direct the Air Force Management Engineering (ME) program operational goals, plans, and policy.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems.

Examples of specialized experience includes designing and conducting comprehensive strategies to improve efficiency and effectiveness of manpower programs and initiatives; and identify propose, and devise innovative policies and guidance; develop and recommend manpower and organization policies and guidance, and perform continuous appraisal of the utilization of manpower resources in accomplishing objectives and goals; ensure compliance with regulatory requirements and governing directives; experience in completing the Management and Program Analysis duties and responsibilities described with the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Mastery knowledge of management engineering principles, concepts, methodologies, guidance, and organization principles to direct or perform difficult requirements determination studies or projects and make informed executive-level recommendations and decisions relating to those efforts.

2. Knowledge of safety and security regulations, practices, and procedures. 3.

Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4.

Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5.

Ability to communicate effectively both orally and in writing; present, negotiate, and defend complex, sometimes controversial advice, positions, and issues; and gain cooperation from others through technical competence, tact, courtesy, and diplomacy.

6. Comprehensive knowledge of management engineering program goals and objectives, and how to leverage them tosupport the most effective use of military resources and Air Force mission accomplishment.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and oversees the activities of the HQ AFMAA Management Engineering (ME) Directorate.

Develops goals and objectives that integrate organization and Directorate of Management Engineering (ME) functions and objectives. Exercises supervisory personnel management responsibilities.

Directs, coordinates, and oversees work through subordinatesupervisors. Advises staff regarding policies, procedures, and directives of higher level management or headquarters.

Selects candidates for subordinate non-supervisory positions and recommends selections for subordinate supervisory positions taking into consideration skills and qualifications, and mission requirements.

Represents directorate with a variety of installation and functional area organizations.

Establishes, develops, and maintains effective working relationships with DoD, HQ USAF, MAJCOM, base and other Air Force and civilian organizations.

Focal point for the Air Force Management Engineering (ME) Program; authoritative, recognized authority, appliesME and manpower expertise to develop, interpret, and implement policies and procedures to execute the Air ForceME Program.

Directs Air Force ME operations policies, programs, and procedural aspects. Sets priorities and programcontrols.
