The primary purpose of this position is to exercise first level supervisory and managerial authorities over the Basing, Force Structure and Total Force Branch, Directorate of Plans, Programs and Requirements, HQ AFRC.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems.

Examples of specialized experience includes applying manpower and organization regulations, directives, and policies for application to command organizations and its component commands.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible.

One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of a wide range of policy and procedure writing, development management techniques.

Broad knowledge of a wide range of qualitative and/or quantitative methods, processes, procedures and standards to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise, Total Force Continuum (TF-C), Total Force integration (TFI), Total Force Enterprise (TFE), Strategic Basing Process, or similar operations.

Knowledge of pertinent laws, regulations, policies and precedents that affect the use of program resources in total force and basing processes. 2.

Ability to analyze flying unit/aircraft basing actions, strategic basing process, requirements (facilities, communication, logistic support, base operating support, intelligence, operations, manpower, medical, safety, security), basing criteria (size of facilities needed, flight line, ramp and hangar requirements, impact to base, flying unit/aircraft mission requirements).

Knowledge of AFRC command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.

Knowledge of relationships of the various command entities involved in the overall basing program, the sequence and timing of key basing events and milestones and methods of evaluating the effectiveness of basing actions related to actual execution events.

5. Knowledge of basing program management functions, methods and techniques. 6. Skill in preparing basing options and preferred alternatives for senior decision makers.

Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of work operations in a major command program; serve military operational and contingency areas.

7. Ability to gather, analyze, and effectively present facts on basing issues to senior USAF and AFRC staff. 8.

Ability to use office automation tools and techniques to generate reports, briefing materials, and comparable documents. 9.

Knowledge of BRAC program, Total Force Integration (TFI) and Strategic Basing Processes. 10. Knowledge of safety and security regulations, practices and procedures. 11.

Ability to plan, organize, negotiate, lead others in projects, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.

12. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Duty 1: Works with the Division Chief in planning, organizing, and overseeing the activities of the Basing, Force Structure, and Total Force Branch.

Duty 2: Exercises supervisory personnel management responsibilities.

Duty 3: Represents the Basing, Force Structure and Total Force Branch, Directorate of Plans, Programs and Requirements with a variety of installation and functional area organizations.

Duty 4: Analyzes AFRC's entire basing and Total Force programs and provides advice and makes recommendations on basing actions and basing requests after analyzing all impacts (manpower, force structure, facilities, funds, etc.) Duty 5: Performs other related duties as assigned.
